NEW PHILADELPHIA BISHOP CONSECRATED . The Most Rev . Joseph M . McShea gives his first blessing following his consecration as Titular Bishop of Mina and Auxiliary of Philadelphia in the Cathedral of S.S . Peter and Paul here. Archbishop Amleto Giovanni Cicognani , Apostolic Delegate to the United States , officiated at the consecration . Shown with Bishop McShea are the two co-consecrators : Auxiliary Bishop William D . O'Brien of Chicago (left) ; and Bishop Eugene J . McGuinness of Oklahoma City and Tulsa . The ceremony was attended by 65 bishops , and other dignitaries including the Irish and Spanish ambassadors to the U.S . Bishop McShea , a native Philadelphian , previously was secretary to the Apostolic Delegation in Washington .
