Dear Mr Frew,
Yours of November 15th received. Mr Franks will send you the money and he can keep off sufficient coupons from the Bonds I am to give you, which will save you all trouble.
With regard to the Library, you say "in order to determine what amount of money the city should be asked to appropriate for the coming fiscal year." I venture to suggest that the Commission should leave that largely to the City officials and let them realize once for all that the amount the city may wish to spend on its Libraries is its own affair.
