To
Albert Barr, Esq.,
My Dear Sir:-
It gives one the impression that an effort has been made to hush all inquiry into this fearfully wasteful management of public institutions and money. May we not hope that the Post, which as a rule stands for honest adminstration of affairs, will take the opposite course and, aided by our honest Controller, turn on the light? If so the enclosed may be of some use. Please keep writer's name out of sight, as before and oblige.
Your truly,
M.C. Thaw
