fas City of Pittsburgh has bsea so generous this year la providing for the Library, that Mrs, Carnegie and I fesl we should like to do aoststMna to testify our appreciation.
In addition to the fifty-thousand ($50,000,) per year* therefor, we send yon the additional sura of eight-thousand ($8,000.) dollars to be used by the Trustees for paying Fire-Thousand ($6,000.) Dollars for the best picture, and Three-Thousand ($3,000J Dollars for the second � the picturesto be adjudged worthy �* the prices; and to be placed in the chronological eolieation under the proTisions, Article 5, Section 5 of your By-Laws.

Article 3, Section 5 of By-Laws.
All pictures submitted by the ^i�e Arte Oenstltte* to the Board for the chronological collection shall be sueh at have been first exhibited lit the Pittsburg Carnegie Art Galleries, unless the Fine Arts Coamittee fail to find satisfactory pictures painted by American artists among those exhibited in any year in the said galleries, in which case they are authorised te select twoor acre pictures by American artiste from any other source. When thus purchased, the Fine Arts Committee �hall direct that they be properly hung and marked to designate the year in which they were purchased.
Article 3?
