Dear Mr. Frew,
I have received the enclosed. I don't know any branch libraries which have halls attached. It is possible that a far removed district would be greatly benefited by a small hall, although public meetings in it might disturb its peacefulness.
It is probable that if the Trustees built a hall in any one locality, they would be beseeched to treat others equally well.
Would you mind making a reply to this and explain that I have sent it to you as it is a matter wholly in the hands of the Trustees.
