' 'L'ho new dovrlopment Is from thc borough of I^irksvillb and It deals di¬ rectly with tho issuance of chocks by tho board of councllmen. .According to admissions of the Dis¬ trict Attorney's office last night, a written and sijrned statement has been I>!Qrod with tho county prosecutor, In- dicatinff that one Robert Clark had re- putllated receipt of a check In thn sum oC three thousand dollars, supposedly foi electrical work on tho fire alarm .system of I.,arksvillo borough. Mr. Clark, the diytrlct attorney's office Ruys, has made his slatement at the Iniftanco of thc Luzerne County Tax¬ payers' A«soclation. Tho fare of Iho check carrlea thc (amo of Ilobert Clark. On the back, /lowcver, thero appears 1 he namo of John Mock, a counctlman of Larks¬ ville borough, aa well ns tho namo of Mr. Clark. According to Clark's ad- miastons, he was in New York City v/hen the obei'k wan-cashed at the Plymouth National Hank and Clark says ho never endorsed It. He also insists he dM not receive thn money. I'hotographa of two checks, ono of a small amount and tho other carry¬ ing the threo thou.sand dollars, havo been obtaineil by agents of the Tax¬ payers' Association. Kobert Clark ad¬ mitted receiving the first check for a trivinl figure and bis name ia en¬ dorsed on tho back. I>ut neither the handwriting nor the spelling qf .the namo appears to bo tho same on tho two checks. niffoi-enci* in U'rltins: Oreat similarity, according to the information,* is shown between the writing of thc namo of John Mock and the writing o£ thc namo of Itobert Clark on the larger chock and it Is also noticeable that whi'e the hand¬ writing on the smaller chock Is very different thn spelling of Clark's namd is also changed. In ono Instance the endorsement ends with "K" and In the other It enda wllh "K." No formal charges have been made by tho district attorney and tho Tax¬ payers' Aasoclatlon, agents of the lat- I ter declaring that thero are other de- 1 tails of Larksville expenditures which I they want to examine Ix^fore taking I formal action. District Attorney Jjjewis has advised them that thcy I bavo sufficient grounds to enter ouster 1 proceedings agaln.st Mock, if it is (¦|Dved he signed tho endorsement of tiW tlir-'Q thousand dollar check; also I that more serious charges can be pre- I ferred or immediate action for re- I moral taken by the Issuance of quo I warranto proceedings through the lofrice of the attorney general. Agent.s Inf the assotflntion wouM make no pre- Idictlon as to- what course they will Ifollow. Clark, according to the office at- haches of tho district attorney, made [willing appearance- when nsked to plve his version of the check. Judge William S. McLean, Jr., granted a preliminary Injunction yes¬ terday, restraining tbo Kxeter school boanl from proceeding further with tho erection of additional improve¬ ments in connection wllh the construc¬ tion of a now school building In that borough. Tho petition nllegos that tbe .¦ichool board has exceeded the legal limits in authorizing a contract to Anthony Grosek for the erection of a gymnasium and sleel work In connec¬ tion with the new school which were not Incorporated In the original con¬ tract. Further, that tho ^30.000 which was appropriated for the new improve¬ ments cannot be raised without ex¬ ceeding tho two percent limit 6f the school district indebtedness. Another objection Is that tho plans for the od- dltloiuil improvement.s were not sul)- mltted to the Department of 10<luca- tion at llarrl.sburg. Judge McLexin did not fix tho dato for,a further hearing on this injunction. The Exeter school directors have l>een before the public of late quite frequently. State-wide comment was cau.sed on their attitude In tho ap¬ pointment of teachers. Teachers were dismissed becaiiso of political reason.^, only to be rehired whep public opin¬ ion became aroused. The policy of the school di.sLrlct Is supervlffed by three directors, Thomas W. Walsh, Stephen Scrinak and John Trir,co. Tho minority members are James McNeil and-Qeopge J. llusha. . . Kxtras Added The original contract for th© school called for an expenditure of $69,000. I..a(er tho board decided to make ad¬ ditional improvements. The first contract stipulated that the only room in the bdiiement should be provided for a boiler house and lavatories. The new Improvements called for the erec¬ tion of a gymnasium ro-lnforced with steel. This work called for an ex¬ penditure of $30,000. It is alleged that the Iward has also spent $7,000 in connection with the school extras. Tho school directors are to meet on Wednesday night an<' it is reported that action will bo taken to atxindon tho policy of extras and that the re¬ cent contract to Anthony Grosek will bo cancelled. Tho school board. In order to pro¬ vide for the exptcndtture of the ml- dtttonal $30,000, would have to make an Increase of at lea.st six mills to the tax levy. This cannct l>e done at the present time, legally, althongh the lioard might have spent the money from general taxation and mmle up the deficit through short term notes until such time as the tax levy was boosted. Inforraallan lodged with tho office cf District Attorney Thornaa M. Lewis riromlaen a new sensation In the mat- ti.T of expenditure or lax money, tho (IrtRtl.H of allegations bearing sim¬ ilarity to the more serious under- tnking' of citizens of Hanovor Town- Khlp who a week uro charged praft paymenLs of almost a million dollars In the oifaira of their school district.
In ono Instance the endorsement ends with "K" and In the other It enda wllh "K."
No formal charges have been made by tho district attorney and tho Tax¬ payers' Aasoclatlon, agents of the lat- I ter declaring that thero are other de- 1 tails of Larksville expenditures which I they want to examine Ix^fore taking I formal action.
It ap- ars thut he waa hired to make re¬ pairs of Larksville's flro alarm sys- jem. Subsequently, a check was is- ¦ued for three iI;;;UK:uid doilara to |ay for Iho repafr.s. buC Clark'.'i state- nent Indicates that he failed to re- Dlve this money. Humors incldentaJ the matter are that he later waa [fered part of the money.

McLean, Jr., granted a preliminary Injunction yes¬ terday, restraining tbo Kxeter school boanl from proceeding further with tho erection of additional improve¬ ments in connection wllh the construc¬ tion of a now school building In that borough.
