Washington, March 22.—Although the senate Philippine committee will probably not be ready for two or three weeks to report the bill now under preparation establishing a complete civil government for the arc'jlpelago, it is known that one of the most important and farreaclilng features of that measure lias already I teen virtually decided upon. Tills feature relates lo the establishment of a distinct coinage system for the Philippine Islands by congress and involves the responsibility of Ibis government placing the coinage of the islunds on an American silver basis. The subcommittee having this work in charge—Messrs. Allison and Bcveridge, Republicans, and Dubois, Democrat— has about completed its task, which has been carefully and cautiously prosecuted. None of them will talk about the matter In detail, although they do not deny that they have about reached tin agreement and are ready to report tbe result of their labors to the full committee.Pressure for Iron and steel lias not diminished perceptibly, yet the Impression is growing that after July 1 the situation will become approximately uorinai and it will lDe possible to secure deliveries with some degree of promptness.Washington. In the meantime the Imiierial company appears to recognize that it has made a false move, and last night it issued au explanatory manifesto which, after pointing to what happened iu Canada as an illustration of the policy of the American company, repudiates any desire to boycott and proceeds to promise that as long as a customer does not display In Ills shop window the goods of Ogdcn's (limited) or any other American concern "we will not exercise our imwer of prohibition without tirst giving three months' notice, and the customer shall In that event have the option of withdrawing from the agreement." Lewiston Operatives Will Ask for a FisK List Ten Per Cent. Increase in Wages. Lcwlston. Me., March 22.—The textile workers last night voted unanimously to mako an immediate demand for a ten per cent, increase in wages." A mass meeting of the cotton mill operatives will be heid on Sunday, for the purpose of discussing the wage question. The pro|KDsitlon will probably stir up o good deal of discussion in banking and financial circles generally iu the United States when It becomes known. It is expected that the silver miue interests will hail it with joy. as It promises to open a new market for American silver and probably will run up the price of that commodity in all the exchanges of the country. Not until the amount of the metal that will be needed to meet the demands in the Philippines Is definitely known, however, can it be expected that the silver market will take an upward flurry. This is a point oil which every member of the Philippine committee is maintaining Ntrict reticence. It is generally believed, however, that the Issue authorized at first will not be less than $100,000,- 000. The system will , lie patterned largely after the silver coinage maintained by Great Britain in India, tlie unit or basis of which is what is known as the ltombuy English dollar.
