There were five or si* speech*# made, some of them by senator* wtDo had not spoken hitherto upon the treaty and others by senators who had previously expressed themselves. Among the latter was Senator Morgan, who returned to hiR former speech, elaborating somewhat hi* position as to the effect ot the Clayton-Bulwer treaty. He took issue with Senator Teller as to the purport ot the first clause of that treaty, claiming that it applied only to Great Britain'* right to fortify the Nicaragua canal itself. Senator Teller replied at some length, asserting thai the provision was of more general import, us. he said, any one could ascertain for himself by reading President Buchanan's views upon the subject when he was minister to England. The declaration then made showed plainly, he suid, that England had attempted to extend her rights beyond the Immediate vicinity of the canal. Mr. Teller then proceeded to again elaborate his views upon the general subject, repeating his declaration that the United States should construct the canal, if at all, regardless of the English position and without going through the formality of ratifying the pending treaty. It is thought by war department officials that the action of Count von Waldersee is due to the independent course pursued by the American commander, the result of the transformation of the American expeditionary force into a legation guard. During the day speeches were made by Senators Money. Stewart, Frye and others. Senator Stewart announced that he was for the treaty without amendmeut and Senator Money that he was against the treaty iu any form.
