Details of the Great Triangu- Washington, June 28.—Secretary Tracy has just issued an important general order directing a radical reorganization of the different bureaus of the navy department, which is to go into effect on July L This is a step which the secretary decided to take soon after he was placed at the head of the navy department. He discovered incongruities and divided responsibilities in the duties devolving upon the different bureau chiefs under the present and he also found it difficult, under the existing system of business, to arrange and classify the new supplies and sources of supply needed for the creation of new fleets, and to continue the work of increasing the navy. Tunis Labee Hanged, by the New Orleans, June 38.—The proclamation by Governor Nichols forbidding the fight between Kilrain and Sullivan will have no effect, and the battle will take place in Louisiana as matters look now. Paterson County Jail the Scene of the Parties desirous of witnessing the great fistic battle between Jake Kilrain, of Baltimore, and John L. Sullivan, of Boston, for $8.1,001), The Police Gazette champion belt and the championship of the world, which takes place' Mopday, July 8, 1889, will find it to their advantage to reach New Orleans on the evening of July 1 at the latest, as the excursion train leaves early Monday, July 8, for the battle ground. Excursion rates to the battle ground: Round trip tickets from New Orleans and to the battle ground and return, with the privilege of witnessing the fight, $10; extra rates, with special privileges, including ticket for inner ring and camp stool, $15. Special parties of sixty can secure pri vate car at $10 each, $5 a head extra for inner ring ticket and camp stool. There will* be positively only one excursion train, and that will leave New Orleans. The rings will be built by James Flynn, wbo put up the ropes for the Mace-Allen, Mace-Coburn and Ryan-Bullivan battles. The battle ring will, of course, be twentyfour feet square, and the outside ring, in which will be only the seconds and bottje holders, will be twenty-eight feet square, while ariain phi theatre will be built for tho»e who pay $15 for their tickets. The weather here has been very pleasant for the past week, and if it continues until July 8 ttoe pugilists will suffer little from the usually torrid weather. There is Probably a "Squealer" in Camp. Portugal has repealed her concession allowing the construction of .the Delagoa Bay railroad in Africa. The road is completed, and the repeal was secured, it is claimed, by a few wealthy Boers in Delagoa wbo tirivately urged the Portuguese mijistry to *is course, in the hope of acquiring the railroad without paying for it The road was constructed almost exclusively by E iglish capital, and the government, has remonstrated with Portugal. Chicago, June 28.—The grand jury will probably finish its work on Saturday, and return indictments against not less t '.an seven of the alleged principals in the murder of Dr. Croniu. This grand jury has guarded the testimony given before it with jealous secrecy. Important evidence has been adduced and will materialize in something substantial before night. It simplifies and equalizes the work of some of the bureaus, and concentrates duties that in many cases are now scattered among several bureaus. In general, the new organization groups the duties of construction, equipment and supply logically and systematically among several bureaus, and places the personnel and discipline of officers and men—heretofore scattered among several bureaus—under the board of navigation. Another important and new feature of the reorganization of the departmental work is that constituting the chiefs of the five bureaus that have to do with the preparation of material, yards and docks, ordnance, equipment, construction and steam engineering, to be ex-officio a board for the design, construction and equipment of new ships. Practically one effect of the order will be to make the bureau of navigation correspond to the adjutant general's office in the war department, in the control of the entire personnel of the organization. To the bureau of yards and docks is assigned all that relates to the construction and maintenance of dock"*, slips, buildings within navy yards, the naval home, and generally about the same duties as it now discharges. The bureau of equipment and recruiting los s the apprentice system and the enlistment of men, but gains the naval observatory, nautical almanac, hydrographic and compass offices, and the electric light system. In the case of the remaining bureaus, it is noticeable that all of them are4(to have exclusive jurisdiction over the buildings and plants assigned to their use in the navy yards after they have been constructed by the bureau of yards and docks. All of the bureaus are also empowered to purchasf such stores, tool-*, plant and material as the' may need. Groceries, Labee Died Hard. While these transfers were being made the two other men in the Columbia boat—Tuttle, No. 5, and Pelton, stroke—also fainted and had to be assisted out of their boat. Tuttle was quite excited, and at times slightly delirious. Meikleham and several others were slightly hysterical, and plainly showed the effects of the se- Tere strain under which they had been rowing, and of the high tension of their nerves when they found themselves defeated. He literally carved her to pieces, and when neighbors ran in she was so disfigured with gashes and cuts as to be hardly recognizable. London, June 28.—Mr. Gladstone has an article in the coming i»sue of The Nineteenth Century in which he indulges in some exceptioaally plain speaking on the subject of the Irish union. He refers to Attorney General Webster's examination of Mr. YVilliam O'Brien before the Parnell commission, in the course of which Mr. Webster plainly intimated that grave charges would be proved again t certain Irishmen if it could be shown that they regarded the English power as an alien power in Ireland. Speaking of Mr. O'Brien's evidence after the session, the attorney general said: (tI should like to have asked Mr. O'Brien whether the Irish, as far as he knew, regarded the act of union as possessed of the same moral authority as the laws against theft or murder, or whether he considered that they possessed any moral authority at all." GARDEN 0 FIELD A Hadly Used Up Crew. Jusper Goodwin, the famous Columbia oarsman, admitted that the men were badly used up and were still under the weather, but said that there was nothing serious. From other sources it was learned that shortly after the race a boat was sent to Gales ferry and a physician summoned. This doctor is now with the men, and it is understood that he remained with them all night. Many alarming rumors are current about the condition of two of the Columbias, but the Columbia men assert that they pulled an unu'ually hard race, were outrowed and exhausted, and gave up broken hearted over their defeatSolicitor Jervey requested that the jury be sent to McDow's office (or the pu»J)ose of obtain ng a clear idea of the scene of the murder, but McDow's counsel objected, on the ground that the jury might be uuduly influenced by persons who had no proper connection with the case. She fell over a basket and before recovering was seised by the burglar, who plunged a knife into her body just below the tenth rib. Practically one effect of the order will be to make the bureau of navigation correspond to the adjutant general's office in the war department, in the control of the entire personnel of the organization. She fell over a basket and before recovering was seised by the burglar, who plunged a knife into her body just below the tenth rib. The knife was pulled upward and a deep gash about nine inches long was made, exposing the heart, lungs arid intestines. The assassin then went to the bed and made a thrust at the other girl, who ' manage 1 to evade the kuife. The burglar was (righitened off by the noise of approaching steps and made his escape.
