Pittsburg, June 30.—The iron manufacturers and wage committee of the Amalgamated Association of Iron and Steel Workers met in conference yesterday afternoon and made very satisfactory progress toward a settlement of the wage scale question. The manufacturers at once accepted the general 10 per cent advance and immediately set about discussing the extras. After a four hours' session the scale was satisfactorily adjusted, down to the section covering the rates for rolling pipe iron on shoet mills, and adjourned until to-day. The only possible hitch that can occur now will be on the new scale for roll turners. It is hardly expected that this matter will be sottJed at present, but a strike will be avoided by the manufacturers signlug the scale leaving tfle roll turners out until their interests can be more thoroughly investigated. "Surely Bishop Devenger's visit to Washington and his sounding of the cabinet could have bad nothing to do with this purely ecolesiastical arrangement. The Washington gentleman shows that this very question of A papal representative at Washington has been discussed, an 1 must have been, if the gentleman be correct, very strongly urged, sinoe ho tells us that the American hierarchy is against any change in the preeent, plan of government, and particularly against the establishment of a nuncio at Washington, and also that Cardinal Gibbons is opposed to it strongly, as are £he other leading prelates of the country, including Archbishop Oorrigan, who expressed his opposition to it in Rome more than a dozen years ago. All this is no proof against the assertion that the Roman authorities did desire such representation. This is but in keeping with the desire of the Roman machine to make plaeij* for R* Italian hangers on, of which desire an archbishop of one of our moat important sees complained in a conversation with me three years ago. It w*s about the time that the Roman authorities had as good as appointed one Sepiacci, an Italian Augustiifian monk and bishop, not knowing, I believe, a word of Bqglish, to preside over the Council of Baltimore. It, was a matter of common talk that several of tfre American archbishops and bishops assembled in Rome had to browbeat the cardinal advisors of the pope into withdrawing their man by conjuring up divisions of national prejudices and susceptibilities to be aroused and by refusing to be responsible for the consequences. JUDGE BARRET'S CHARGE. Mr. Sharp lifted his eyes stolidly to the clerk and said, as though he were in a dreamt "I'll bo 70 the 8th of next month." Then he dropped back into hi* seat. The Judge began by saying ebat this was ths first time in the history of our jurisprudence when a man had been made to face the charge of giving a bribe. Both to give and reoeive bi iles wero crimes, said his honor. The bribe giver had an unnatural advantage—a monopoly—over the party who honestly applies for legislative action. The result is that pure aud honest men con obtain no relief, and corruption is born. He read the law so bribery, and went on to say that the only direct evidence that money had been given was that one Do Lacey had given money. It was not necessary that the person charged gave tho money with his own hand or made the corrupt agreement In person, or, in other words, made the agreement in accordance with the laws of contract. But if there waa an understanding that one Waa to receive and the other was to give a bribe, then the crime was in commission, whether directly or indirectly, personally Or by agent, aided, assisted or abutted however remotely in the commission of this crime, the guilt is established. Do Lacey is the fountain head, and all who are proven to' be connected, near to or far away from the fountain head are guilty. Ii Do Lacey received the money from Richmond, and Richmond again from Sharp, then Sharp is ituilty. If Shan D had a guilty knowledge of the scheme and assisted or abetted in any way, he is guilty. If the jury find that he is connected with the bribery by either oi the ways specified, they must find him guilty. The court defined circumstantial and direct t. stmiory, uiing Sharp's visit to Albany in 1HS4 as an illustration.
