London, July 25. — The Times this morning prints a long Peking disputcb commenting on the Manchurian situation, which says that Russia's declaration to the powers on the subject ol opening Manchurian ports, which Prince Chlng asserts was not communicated to China, is interpreted in Peking to mean that Russia will not permit China to enter into any engagements with other powers regarding Manchuria which may embarrass Russia in the future when the territory finally becomes a Russian province. Hence, the Times correspondent •ays, Russia's refusal to permit in Manchuria foreign settlements similar to those in Chinese treaty ports. It is openly contended by the Russians that Harbin Is purely a Russian city, to which a foreign consul could only be appointed with Russian consent. New York, July 25.—Two Important (allures involving millions of dollars have been announced on the Stock Exchange. The firms forced to make an assignment were those of Talbot J. Both the defendant and the girl who' claims to be his wife were present and they showed a marriage certificate made out in Blnghamton. Davis was also present and he showed by the family records that his daughter was only 12 years old. This point having been proved, the alderman committed the defendant to the county jail to await trial. The procession was led by the monks of St. Peter, followed by cardinals and 700 invited persons. These latter were mostly of the aristocracy. The procession wended its way through the church, chanting the allegrls, "In Paridisium." The holy water was sprinkled on the remains. The coffin was placed in one of lead and then In an outer wooden box and placed In the niche. The assassin, who was concealed among rocks on the mountain side, fired a charge of buckshot at the women as they drove past. The shooting caused the horse to run away, and both women were thrown out of the buggy, receiving further injuries. Smith, who was shot by Jarnagln and is now dying. Taylor Smith, a son of John L. Smith, also was killed. The trouble started through a misunderstanding about business matters which developed Into a quarrel. The youngej Smith was killed by Deputy Sheriff Pe terson, who tried to arrest him. Hence, the Times correspondent •ays, Russia's refusal to permit in Manchuria foreign settlements similar to those in Chinese treaty ports. It is openly contended by the Russians that Harbin Is purely a Russian city, to which a foreign consul could only be appointed with Russian consent.
