Y., May 8.—Dr. Soper of the state board of health, who has been In Ithaca alnce the last of February to assist the authorities In their efforts to atamp out the typhoid fever epidemic, haa made public a report addressed to the common council of Ithaca which covers his investigations. Dr. Soper, among other things, states that, while he hoped the epidemic was stamped out, it was necessary that the utmost precautions be taken. Continuing, he says: ply of Pare Water. New York, May 8.—Without tb« payment of a cent in cash the St. Louis and'Ban Francisco system, aggregating nearly 4,000 miles of railroad, has been said to the Rock Island company. Official ratification of the deal was made by the Rock Island directors when R. F, Yoakum, president of the Frisco and manager of the pool that will turn oyer the road, was elected to the directorate of the Rock Island. The agreement was signed late yesterday. Twelve men imprisoned in the wreckage of a derailed work train were either killed outright or purued to death. Eight others were frightfully burned, and a number of them will die. The men who were killed were asleep in what is known as the "boarding" car, which was attached to the rear of the train. There were thirty men in the car. It was crushed like an eggshell, killing some of the men outright and pinning others under the wreckage so that they could not extricate themselves. Topeka, Kan., May 8.—Sensational disclosures were made here In the Investigation of affaire In the Kansas Insane asylum. A. M. Mason of Lawrence, -a former attendant, appeared before the legislative committee and said that all the new patients, In the asylum were beaten Into a condition of docility by order of the superior officers. Mason said it was necessary to have the patients understand from the first that they must obey the attendants. For this purpose they were beaten even before they had broken . any rules. In reply to a question the witness stated that sometynes the attendants beat the patients with their fists, "but if they thought It would hurt their fists they used a club for the first time." New York, May 8.—George Gilbert Williams, seventy-seven years old, prusldent of the Chemical National bank, is dead at his home, 34 West Fifty-eighth streot. His death was caused by heart failure, from which he suffered somewhat keenly for two weeks, the result of an attack of the grip in February. Mr. Williams entered the Chemical National bank as -«sslstnut paying teller in 1841, became paying teller at the age of twenty, cashier in 1895 and president Jan. 2, 18T8, which position he bad held for twenty-five years. The stock of the Chemical is at a tremendous premium, having been worth about $46 to $1 of capitalisation as far back as 1891. Trac B. ft O New York, May 8.—Representatives of the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Mining Engineers, the American Institute of Electrical Engineers and the Engineers' club met last night to discuss Andrew Carnegie's offer to build a home for the engineering organizations to cost $1,000,000. A resolution was adopted providing that each organization appoint a committee of three empowered to decide whether It was 'possible and advisable to accept Mr. Carnegie's offer. A resolution was also adopted providing that if the offer was accepted a site at Thirty-ninth street and Fifth avenue be selected. Boston, May 8.—The sudden death of Edwin M. Thayer of Newton while under arrest on a charge of forgery has revealed that he had Insurance policies nggregutlng $470,000, much of which was taken on during the last three months. This is significant In connection with the fact that Mr. Thayer is said to have died, according to the certificates signed by Medical Examiner Draper, of acute nephritis, complicated with cardiac affection, and congestion of the lungs. Mr. Thayer was arrested last Monday, obtained bail and died on Friday. The facts of the arrest have just become known. Manila, May 8.—Captain Pershing, who recently administered a severe defeat to the Bacolodian Moros In Mindanao and who returned to that country because of reports that the Moroa were again assembling, has had an encounter with the rebels at Taraca, east of Like Lanuo. There was a running fight, which finally centered on a group of ten earthworks. Eight of these were easily captured by the Americans, but the defenders of the ninth and tenth made a gallant resistance and lost 130 men In killed and wounded before they were overcome. The Americans had two killed and seven wounded. Omaha Strike Sfttaatloa. London, May 8.—The Irish land bill has passed its second reading in the house of commons by 443 votes to 20. John Morley, Liberal, said he had never known a bill that could be so riddled with objections. Its remedies were abnormal, but it was a creature of social necessity, and therefore he would support It. The bill would create fresh problems and inevitably lead to further changes. Irlah Land Bill Progressed. Penna. Omaha, Neb., May 8.—Sheriff Power of this county has issued a proclamation to the people and especially to the strikers. He states that he has been called on by the chief of police of the city to assist in preserving order and that he has sworn in fifty deputies for that purpose. The proclamation asserts that every means will be used to prevent violence and that vehicles of ull descriptions and drivers will rwoelvs full protection. The men who were killed were asleep in what is known as the "boarding" car, which was attached to the rear of the train. There were thirty men in the car. It was crushed like an eggshell, killing some of the men outright and pinning others under the wreckage so that they could not extricate themselves. New York, May 8.—George Gilbert Williams, seventy-seven years old, prusldent of the Chemical National bank, is dead at his home, 34 West Fifty-eighth streot. His death was caused by heart failure, from which he suffered somewhat keenly for two weeks, the result of an attack of the grip in February. Mr. Williams entered the Chemical National bank as -«sslstnut paying teller in 1841, became paying teller at the age of twenty, cashier in 1895 and president Jan. 2, 18T8, which position he bad held for twenty-five years. John Morley, Liberal, said he had never known a bill that could be so riddled with objections.
