Miller) By Mike May After several hours of discussion and several motions and votes, Sewickley Council finally hammered out a motion last Monday night that would change zoning to allow for a 40 percent cumulative expansion of nonconforming uses within such guidelines as "reasonableness and naturalness.” A public hearing will be .held at council’s next regular meeting, on July 20. Furthermore, Solicitor Gary Mc-Quone startled the crowd gathered at the filled-to-capacity council chambers with the revelation that Sewickley Valley YMCA is not a non-conforming use as thought by many in the borough. It is an excluded use, he explained, and therefore would not fall under recent zoning limiting expansion of non-conforming uses. The inference being, that the YMCA apparently has no limits on expansion. - The matter was brought to a head by a group of Backbone Road residents who oppose planned YMCA expansion along Backbone. Instead, they would like the Y to build on its Blackburn Road property. Several of these residents grilled council about why council allegedly had flip-flopped from total opposition to expansion of non-conforming uses approved in the zoning change, to a 15 percent cumulative expansion aricf nd^ to a 40 percent ejpansion. One resident charged that 40 percent “seems conspicuously constructed to the YMCA.” (Hie YMCA plans call for an expansion of almost 40 percent.) Insinuations of “Sunshine Apt” violations also were made by Backbone neighbors. Finally, Solicitor McQuone, noting he wished he did not have to make the statement, informed the public about the YMCA’s peculiar status. “In a number of cases, what the public suggests could end up in the worst results,” he warned. McQuone said, “We felt they (the YMCA) would challenge our entire zoning.” At present, McQuone said the YMCA has “withheld making a claim.” According to McQuone, “There is no designated (zoning) uses that fit the YMCA. “There are limits municipalities can do,” explained. After several hours of discussion and several motions and votes, Sewickley Council finally hammered out a motion last Monday night that would change zoning to allow for a 40 percent cumulative expansion of nonconforming uses within such guidelines as "reasonableness and naturalness.” A public hearing will be .held at council’s next regular meeting, on July 20.
Furthermore, Solicitor Gary Mc-Quone startled the crowd gathered at the filled-to-capacity council chambers with the revelation that Sewickley Valley YMCA is not a non-conforming use as thought by many in the borough.
