Council also voted 7-0 to establish the 2003 real estate property tax millage at 5.4 mills. The mill-age is unchanged from 2002. (Absent from the meeting were council members Charles Reist and Matthew MacDonald.) The General Fund Budget for 2003 reflects a projected 7 percent increase in revenues from 2002. The 2003 budget is set at $3.7 million, an increase from this year’s total of $3.4 million. The revenue increases are due to increases in 511 taxes (real estate transfer taxes and delinquent earned income taxes) as well as increases in fire service fees for neighboring boroughs and changes to the existing two-hour parking meters. Council voted 6-1 to adopt the new parking meter ordinance, affecting the rate for the two-hour parking meters (A-Zones) on Broad, Beaver, Walnut and Locust streets, as well as in the parking lots off Green and Washington streets. The newly established rate for the two-hour meter would be 25 cents per half-hour, up from 25-cents per hour under the former ordinance. The rate for the 10-hour B-Zone parking meters on all other streets would remain at $1 for the entire 10-hour period, but the structure of meter payment would change, The meters would be replaced --------Continued on Pag. 4
