east a tax of four cent a gallon was levied by the government called an excise tax by act of congress march 7 1891 the people fanners principally resisted it because they said it bore severely upon for the diminution of the armaments of war so it was with the republican onti-slaverv cru sade in these states the proposition was to restrain and restrict slavery to states where it had a legal foothold and to prevent its spread into new stales and virgin free territory this proposi tion was not accepted the south de manded that their institution being right in then sight they had the privi perish in the ruins of the dread nioloch of war as the czar of russia in times of peace led oil in universal emancipation in 1861 to be followed bv this republic in kkli in time of war so now when no actual war is on in or between any of the great powers it is lit and seem ing for the czar t > speak and advance in the line that leads t peaceful pur suits and to a distraction of the at tention of longer liable to plunder and devasta tion from a grasping neighbor of su perior military strength the movement begun by the czar will not go hack wards notice this aplieal is not for the abolition but for the diminution of the armaments of war so it was with the republican onti-slaverv cru sade in these states the proposition was to restrain and restrict slavery to states where it had a legal foothold and to prevent its spread into new stales and virgin free territory this proposi tion was not accepted the south de manded that their institution being right in then sight they had the privi lege of carrying the slaves with them iii to any portion of the country in the jurisdiction of the american union then came the btruggle for the very existence of the institution itself and it was compelled to surrender so it is now russia asks to curtail not to abolish these burdensome extensive pre parations for war to stop here and dim inish rather than increase the armed battalions of tin nations if the ma jorities be with russia in this grand emprise as ascertained in the states composing the nations a rule will lie adopted ami woe to the government thai invokes the swmd against this alvatar of peace if diminution of armament will not do then try dis armament entire ami complete by one all-powerful effort sampson-like and to pie the temples to the ground though the pioneer martyrs perish in the ruins of the dread nioloch of war as the czar of russia in times of peace led oil in universal emancipation in 1861 to be followed bv this republic in kkli in time of war so now when no actual war is on in or between any of the great powers it is lit and seem ing for the czar t > speak and advance in the line that leads t peaceful pur suits and to a distraction of the at tention of the nations from the de structive activities of personal killing to avenge national wrongs there is a way given unto nations which men have long since adopted for themselves in the settlement of
