kxcltlng — trollev franohlne desired — dr rnfe protest regarding cnrblns n<1 paving on bntler a vinne the regular november netting of ambler borough council was held last monday evening and was one of the breeziest held in recent years presi dent kramer called the members to gether at 8 o'clock and all were present nt roll eail the minutes of oct 7 were rend and approved mr knight of the highway commit tee reported that in conformity with instructions from council arrangements had been made with mr 8 a faust as to the damages sustained by grading butler avenue along his property mr faust a^rreep to macadamize hosemont avenue 1 50 feet lone by 23 feet wide and to release the borough from nil damages in consideration of s0o in two installments of 400 each payable at the november and december meetings and the committee recommended tbe action the chairman further reported having spread on the streets all the cinders thai could be secured and hoped to continue when more can be obtained he read n request from the board of health urg ing the cleaning of the sewer at rose valley creek under main street mr davis of the li^ht committee reported the bid from the ambler com pany in connection therewith mr acu'ff presented a resolution authorizing the committee to enter into such a con tract it was thought best however to bring it up under new business mr a cuff of tbo law and order com mittee reported the order oftthetowii good one robbery during the month mr knight of the fire committee re ported the steamer tested and found in good condition no suction hobe as yet and the tire alarm still out of repair the hose will be purchased this week and regarding the fire alarm mr rtich is to consult with mr rose and meet with a representative of the committee mr knight read a communication from the fire company requesting council to participate in the firemen's parade on thanksgiving day mr craft of the borough improve ment committee mentioned the new trolley project the treasurer's report was then read showing a balance on hand of 3078.49 mr kiamer of the special railroad committee reported that the matter had been referred to the solicitor but that the latter was unable to furnish the ordinance until certain surveys of the street are made as the curve in maple street makes it necessary to define the direction of the extension mr aoufif prommed a nsaoiuiiou au thorizing tbe chairman of the electric light committee to enter into a live year contract with the ambler kleetric light heat and motor company at 8 cents per kilowat hour passed unanimously dr a h rufe addressed council relative o the laying of curb and pav ing on butler avenue and asked if the ordinance is to be carried out he said he had done a lot of grading and filling in front of his property and did not in tend to be the only one to curb and pave but if lie were assured by council that the provisions of the ordinance were carrted out by council at the ex piration of the 60 days allowed the property owners to do the work he would porceed at once mr acuff in this connection said he thought the in tention of the highway committee is to allow the work to remain till spring when a much better job could be made of it mr knight chairman of the highway committee said the instruc tions from council at last meeting were that the work is to be done by council orthwith dr rufe also brought up the condj tion of the macadam in front of his property which ho said for 20 feet was laid with nothing but soft sandstone and of which he protested to the trolley company he asked if such work meets with1 the approval of the highway com mittee he was assured that the work is subject to the committee's approval and it will be inspected when the road is completed a resolution of the whitemarsh and upper dublin street railway company was introduced into council granting the privilege to lay tracks on maple street to thompson's mill road to north spring garden street across bulter ave nue and down spring garden street to bannockburn avenue to the borough limits it was read,and mr craft mov ed and mr rose seconded that it be re ferred s a special committee on roll cull the vote stood ayes craft rose kramer nays davis acufl1 knight mr acuff asked that the repreqenta ives of the company who were pres ent be given an opportunity to make explanation mr rurcell said that the charter of the whitemarsh and upper dublin street . ltailway company was obtained in order | to operate the ambler and jenkintown company within the borough as tlio charter of tho latter covered streets al ready laid with trolley tracks the in tention of the promoters is good and they mean to build the road if the fran qbue passes and he urged that oouneil take up the resolution and act upon used in rilling the bolea he stuttid be had been leptatedly censured by ret lents regarding the progress of the work and said the chair feels the responsibil ity for the work of its committees he had consulted with the chairman of the highway committee and was informed he bail not the time just then to pro ceed mr kramer further said that if the chninnan of the highway committee has not the time for the work of the conunitto his resignation would be con sidered mr knight said tbnt his resignation as chairman could be considered and that he would present the same in writ ing which could be acted upon he therefore withdrew his verbal resigna tion mr knight was therefore re moved as chairman by president kramer and mr craft appointed in hi stead dr rufe stated his protest to the manner of cleaning out the gutters on forest avenue which had been pjowed and allowed to remain for week in an unfinished condition mr knight presented bills of william k burl for his work on maple street amounting to i>4ti..h7 which was grant ed bills to the amount of 91389.64 were odered paid mr craft stated he bad been visited by william ji hart relative to the fill on butler avenue along the property of mrs hart he paid the latter desired to know what the borough intended doing to retain the earth placed therein and thought she was entitled to damages mr acoff sam the fill is necessary to complete the macadamizing and the borough may be liable for damages but urged that she curb and pave in order to hold the im provement already made he said the highway committee had treated with other property owners who were damag ed and this might be a case to be taken tin later dr rnfe thought that if the borough intends paying damages there would be other owners to make applica tion broad axe democratic vote bu falls short of election the consti tutional amendments are carried in ambler the full vote was not polled in the first ward the independent re publicans generally voted with the democrats although yerkes democrat was favored particularly and carried the wild by 10 majority the republican majority on the other candidates ranged from o to 10 votes the amendments carried by over 20 votes in the second ward the democrats ran their vote up to 94 for both yerkes and tyeon while harris republican iran highest with 179 solly received 170 votes tbe amendments were defeated by about philadel phia and lancaster with whom j win neld white of lansdale has been cor responding and negotiating for the new industry all that the projectors ask i.s that the people of that town build them a two story building which would cost about 3000 and tnev will equip the same with machinery etc which they now have ready the machinery alone would cost more than the above amount and the com pany will issue bonds and pay 5 per cent on all money subscribed towards tile erection of the building and give as security the machinery they will place in the plant plans have been drawn and the foundry which would be 70 by 150 feet with a'niachiiie shop 30 by 70 feet at tached and to be built of stono or brick would as has been stated cost about 3000 it now remains to be seen whether or not the nionied citizens of the town will take an activo part in se curing the location of the industry there in a recent letter received by mr white the promoter stated that they were anxious to locate at once and that no delay should be made on tho part of the people for the industry would bo a great boon to tho town and would em ploy between one and two hundred hands the chief reason for locating in laiixdalo is because the shipping facil ities to the philadelphia and new york markets are so good the site for tho foundry has not been decided upon but if the necessity amount can bo secured it will ii it connecting f.lnk to i.lnen already krecteri " we have practically a free ri«ht of way for the ambler and jenkintown trolley company from fort washington to jenkintown with tbe exception of five or six property holders was the information conveyed early this week to h gazette representative l>y an ambler nmn who hnh been actively as sociated with the promoters of the com pany in the work of securing releases and clearing up rights of way the re leases are now a matter of record and are on file in norristown tbe route from fox chase to norristown was sur veyed late in the summer immediately after tbe charter was granted but just when the tracks will be laid and what the final route will he over the whole distance is dependant on several condi tions one of the most important of which will be the success of securing tbe releases that the road was conceived and chartered with a view of building and operating is an assured fact for i very considerable amount of expense lias been incurred already in addition to the work required merely to hold the line under the charter rights of way have been actively canvassed and property holders interviewed a few releases have been secured between ambler and norris town nltboiigh the greater part of the work of canvassing has been done be tween fox chase and ambler the original idea of the promoters was to mn from fox chase to ambler a dis tance of about 11 miles by way of uoekledge borough jenkintown thence up to glenside to fitzwatertown dresh ertown mid larrettown and thence by the susquehanna street road and lin den wold avenue to ambler in the meantime however and since the work of sol icitinft releases has been under way there have been several ohanges one of these was made necessary by tbe magnificent outlook for traflic afforded by tlie hoopeston iron works so that the original plan of the routi was then changed to include a line to iloopos'on and np through fort washington by this change the plan of running through jarrettown was abandoned but it was desired to run a closely as possible to take advantage of the local truffle the line through fort washington and lloopeston by private property small towns isolated from railroad facilities and then tapping the railroad points at intervals such as jenkintown fort washington and ambler that the line promises well from a financial standpoint is practically assured for in addition to the natural local traflic in all the small towns and boroughs there will be a means furnished for the residents of a new territory to reach willow grove it is expected that the philadelphia it lehigh valley company will bring vast numbers of people from above ambler down to that point and with the ambler and jenkintown line and the union traction company at jenkintown this passenger traffic will bo afforded a means of reaching that great park cheap lv and conveniently in addition if the line can he extended as originally planned to norristown it penetrates a territory and finds terminal facilities in a county seat where the ordinary pa tronage to the grove already is heavy witli the facilities of the trolley it in expected that this tralllc will expand into a heavy patronage thus this branch of road with the philadelphia & lehigh valley company cairying people all the way from allentown by its con templated express service by its own system penetrating the small towns west of willow grove and between that point and all the way to nonistown will afford an important and valuable con necting line with the union traction company and yet be under no expense of maintaining nor operating tho park which will be the cause of its enormous patronage additional to that enjoyed by tapping the small towns and railroad centres and affording a direct route to the county seat from many sections which by reason of absence of railroad facilities are actually shut off en tirely from the surronaiug districts and towns said the same bpeaker above referred to in addition to the many advanta ges promised the 10ml as a passenger car rier tho time is not far distant when the trolleys will be given valuable rights by legislation the immense amount of capital now being inverted in these en terprises will very shortly compel and the various representatives from the country districts will assist in securing more favorable legislation than is now enjoyed by these companies they may be given the privilege of carrying freight and express and thua prove ¦ nio.^t valuable outlet to tbe buck country people in this section of tho east where tho country districts an rapidly becoming suburban propwty and where tho net work of steam railroads is so icuhit that oapltal heititatea in providing further mileage the trolley road is the only the breeziest held in recent years presi dent kramer called the members to gether at 8 o'clock and all were present nt roll eail the minutes of oct 7 were rend and approved mr knight of the highway commit tee reported that in conformity with instructions from council arrangements had been made with mr 8 a faust as to the damages sustained by grading butler avenue along his property mr faust a^rreep to macadamize hosemont avenue 1 50 feet lone by 23 feet wide and to release the borough from nil damages in consideration of s0o in two installments of 400 each payable at the november and december meetings and the committee recommended tbe action the chairman further reported having spread on the streets all the cinders thai could be secured and hoped to continue when more can be obtained he read n request from the board of health urg ing the cleaning of the sewer at rose valley creek under main street mr davis of the li^ht committee reported the bid from the ambler com pany in connection therewith mr acu'ff presented a resolution authorizing the committee to enter into such a con tract it was thought best however to bring it up under new business mr a cuff of tbo law and order com mittee reported the order oftthetowii good one robbery during the month mr knight of the fire committee re ported the steamer tested and found in good condition no suction hobe as yet and the tire alarm still out of repair the hose will be purchased this week and regarding the fire alarm mr rtich is to consult with mr rose and meet with a representative of the committee mr knight read a communication from the fire company requesting council to participate in the firemen's parade on thanksgiving day mr craft of the borough improve ment committee mentioned the new trolley project the treasurer's report was then read showing a balance on hand of 3078.49 mr kiamer of the special railroad committee reported that the matter had been referred to the solicitor but that the latter was unable to furnish the ordinance until certain surveys of the street are made as the curve in maple street makes it necessary to define the direction of the extension mr aoufif prommed a nsaoiuiiou au thorizing tbe chairman of the electric light committee to enter into a live year contract with the ambler kleetric light heat and motor company at 8 cents per kilowat hour passed unanimously dr a h rufe addressed council relative o the laying of curb and pav ing on butler avenue and asked if the ordinance is to be carried out he said he had done a lot of grading and filling in front of his property and did not in tend to be the only one to curb and pave but if lie were assured by council that the provisions of the ordinance were carrted out by council at the ex piration of the 60 days allowed the property owners to do the work he would porceed at once mr acuff in this connection said he thought the in tention of the highway committee is to allow the work to remain till spring when a much better job could be made of it mr knight chairman of the highway committee said the instruc tions from council at last meeting were that the work is to be done by council orthwith dr rufe also brought up the condj tion of the macadam in front of his property which ho said for 20 feet was laid with nothing but soft sandstone and of which he protested to the trolley company he asked if such work meets with1 the approval of the highway com mittee he was assured that the work is subject to the committee's approval and it will be inspected when the road is completed a resolution of the whitemarsh and upper dublin street railway company was introduced into council granting the privilege to lay tracks on maple street to thompson's mill road to north spring garden street across bulter ave nue and down spring garden street to bannockburn avenue to the borough limits it was read,and mr craft mov ed and mr rose seconded that it be re ferred s a special committee on roll cull the vote stood ayes craft rose kramer nays davis acufl1 knight mr acuff asked that the repreqenta ives of the company who were pres ent be given an opportunity to make explanation mr rurcell said that the charter of the whitemarsh and upper dublin street . ltailway company was obtained in order | to operate the ambler and jenkintown company within the borough as tlio charter of tho latter covered streets al ready laid with trolley tracks the in tention of the promoters is good and they mean to build the road if the fran qbue passes and he urged that oouneil take up the resolution and act upon it | mr acun asked if the company lmh h municipal franchise in any borough r ownship right of way in any township passed through or lias there been an effort to obtain won mr puroell uid tho road as to the eouun cil as a committee of the whole to l taken up when it miiih ita nlaaiure mr kramer asked mr knight aifto ilie progress of the repair work on ten nis avenue and thought stone should be used in rilling the bolea he stuttid be had been leptatedly censured by ret lents regarding the progress of the work and said the chair feels the responsibil ity for the work of its committees he had consulted with the chairman of the highway committee and was informed he bail not the time just then to pro ceed mr kramer further said that if the chninnan of the highway committee has not the time for the work of the conunitto his resignation would be con sidered mr knight said tbnt his resignation as chairman could be considered and that he would present the same in writ ing which could be acted upon he therefore withdrew his verbal resigna tion mr knight was therefore re moved as chairman by president kramer and mr craft appointed in hi stead dr rufe stated his protest to the manner of cleaning out the gutters on forest avenue which had been pjowed and allowed to remain for week in an unfinished condition mr knight presented bills of william k burl for his work on maple street amounting to i>4ti..h7 which was grant ed bills to the amount of 91389.64 were odered paid mr craft stated he bad been visited by william ji hart relative to the fill on butler avenue along the property of mrs hart he paid the latter desired to know what the borough intended doing to retain the earth placed therein and thought she was entitled to damages mr acoff sam the fill is necessary to complete the macadamizing and the borough may be liable for damages but urged that she curb and pave in order to hold the im provement already made he said the highway committee had treated with other property owners who were damag ed and this might be a case to be taken tin later dr rnfe thought that if the borough intends paying damages there would be other owners to make applica tion broad axe
