. the amblfjr gazette vol xxi no 12 ambler pa i\va ii 12 19o3 1.25 a yeah p bond or not to bond submitted to upper dublinites hy wilmer atkinson n^hii tlicir hi h i-ohii of wr.0,000 m «« kxpendnil nl • in knte of 10,000 l r year — vrestmif tux not tu hr iihtcihcii — prlnrlinu road i ta lli extent of twflyp nml one-hull mllen hhkb<'«tc<i on wlilrli mo i'hnni.'ili hii;l'l r.c dollp to the editor of th ambler gate tte in monday following ihe recent elec tion in upper dublin i addressed the following circular letter lonll oitineni of the township ' let me ask if you would approve of a loan for road purposes not exceeding 180,000 to be expended by tlie supervis ors in connecton with the cltlceiw ad visory oommltrte and under their ad vice at the rate of say 10,000 a year the present tux not to be increased this would macadamize ihe leading roads rtinninu to the railroads and turn pikes and pill tlmm in fine shn]ie no inch plan has had consideration by either the supervisors or the com mittee i am simply seeking your opinion of it to help us decide vlint is best to do i want to hear not only from every house and faifti owner but every other citizen while no one can reasonably expect his partloular sugges tions to be entirely followed vet hy yet ting a consensus of opinion we will ik greit|y helped in future work all view will have careful consideration " promptly responding to the above i have received many opinions and sug gest ions with more coining in daily will aek tlie gazette to print some of them from time to lime so that citizens may compare views with each other it seems that my mention nf a loan of 50,000 for consideration has induce tjuitea number of citizens to come to the conclusion that 1 myself favor such a loan but the truth i i favor no loan of any eort unless it shall meet tbe subatan tial approval of propentv owners if they do favor it i certainly infill the reason i mentioned this sum is'uecause of the fact that there la an ordinance on the super visor's hooks at the town clerk's ofiiee calling for the issue of 50 1000 bonds that said bonds were printed hist sum mer are nt this writing in custody of mr donat's lste counea1 and thai ' is necessary to make some ditipnhition of said ordinance and said bonds it strikes me that the proper thing is t briiil the matter to the attention of the public and saet judgement as to what is i best to be done under the circumstances ' and it appears to me also that bavin done so my action is hardly a snfvicien excuse for any citizen to jump up am dance around like a chicken with it head off as a few have done 1 havt given many weeks of my time within sompenaatiori or any expectation or ile sire for any to pteverrt live issue of the whole loan of 1125,000 and all its cet tain evils and yet when in the sumoli i of niy duty i afck the advice ol xm)s ue ijt what is bint now to ' b tilled with suspicion and seem ready to reproach m for some great wrong they suspect 1 am goin to com mit now as to the r>ft,000 bond issue which was made hy the old supervisors no one supposes that the new tuparvig ors intend to go on with the business at this time or any other lime unless the people approve their doing so yet there stands the ordinance and some future road oilicials may do ho indeed it is customary and the law if enforced re quires that the business of the okl oili dale shall l;e taken up bv the new and idl contracts be carried out and tliero seems to be no legal way by which the bond business that has lieen done can be undone so this s'lo.ooo bond ordi nance stands as a future menace it is a live wire as it were ready foi misciiiff whenever touched the tax levy of 1 and six-tenths mills bad to be made under the law be fore tli ordinance was passed it wa made and now stands the assessor must atseeeh accordingly the money to lie held apart from t lint received bv taxation for ttie purpose of ' perman ently improving the public roads etc and will appear in every citizen's tax bill next fall unless something in done lust what ought to be done i am en deavoring to tind out and believe i am thus performing a public service and aiding the new supervisors in the lask before them now what about good roads ikies anybody really want good roads in dp par dublin under the old system good roads were not forthcoming and they cannot be had now under the old sys tem the tax rate has been for several years;!1 nsills furnishing ta the super visors for road work about 17600 a year each getting about half most of tlie money going into stoning the roadbeds say an average for each supervisor of 500 a vear a sum suliicient to do only a una ection a year iu each district this in obedience to the demands of prom isei to urgent property owners e«h put on iu disjointed patches whole loan of 160.000 it would lie ne and six-tenths mills on the present nltiation of property at the end of the ive venrs the natural increase f pm lerty stimulated also by n better condi inn of the roadp would reduce the ax rate required to pay interest on the oan and pay annually part of the irlncipal to sa t ' .^ milfi, and it would 10 iliniinsli gradually until tbe lo»n tvould all be paid off al the end of 0 years prohably a one-mill tas rate wnnl ake care of the 860,000 loan and finish paying il nil this would give tbe present eneration tbe use of good roads and boee who come after each paying for what they get ml tins is based upon the roa is being made right with trap rock upon tbe surface and the road well under drained any other kind of road or such us e see now would knock calculations into a rocked hat the road beds that we build now will be for to use they would also if of a per manent character be for tbe benefit of those who come after so hie cost might fairly be divided or if not why not should the citizens of upper dublin desire that the loan of 60,000 be allow ed to k through according to ordinance adopted by the late supervisors and now landing as the law the money be hon estly economically anil judiciously ex pended according to the standard peotfloatlons modified so as to utilize the reave bede of the township so far as this could be one to be ascertained by careful experiments and tliat this shall be decided upon after tbe most careful consideration then within 6 years we may confidently expect to have permanent nrtt-olaas macadam roads an follows : from jarrettown to ambler from jarrettown hotel to the welsh road from the limekiln pike to fort wash ington engm/ttown road ; maple glen to ambler by he back road so far as t'pper dublin has control from hoopeaton to fort washington especial ly a good road o school from larret towrj to hoopeston ; from 1'reshertown to the welsh road that part of the welsh road thai belongs to upper dub lin ; from the street road to welsh road at the lower end anil such other lead ing road or roads in the lower end an the citizens need in all not less than 1 miles and possibly 15 those who want to rind some incon sistency in my attitude in now present hit the favorable side of tbe loan in tion to that held by we when i was writing down 1he vs\000 loan can easily do so i suppose but those who resulted ditferentlv with the almost certain prospect of not getting kooci roads and eventually of ' being burdened with a 10-uiill tax is quite a different proposition from ihe present one which means good roads with no increasu of the tax rate for live years at least and never a rate in the future much above the present one and good roads means if vre set them that our beautiful township will be developed to a wonck>rful extent the value of land will be greatly enhanced and there will soon be signs of progress and prosperity on every ride » tbe argument that was so assiduously made to boltter up the enormous loen of 1125,000 that every taxpayer should be treated alike that is the road before every man's door ehould be macada mized simply means tliat since all tbe roads cannot be done then none shall be done the township can readily afford to macadam ha the leading roads bat to do every by-road would mean bank ruptcy or the nest thing to it if the leading roade are macte good supposes that the new tuparvig ors intend to go on with the business at this time or any other lime unless the people approve their doing so yet there stands the ordinance and some future road oilicials may do ho indeed it is customary and the law if enforced re quires that the business of the okl oili dale shall l;e taken up bv the new and idl contracts be carried out and tliero seems to be no legal way by which the bond business that has lieen done can be undone so this s'lo.ooo bond ordi nance stands as a future menace it is a live wire as it were ready foi misciiiff whenever touched the tax levy of 1 and six-tenths mills bad to be made under the law be fore tli ordinance was passed it wa made and now stands the assessor must atseeeh accordingly the money to lie held apart from t lint received bv taxation for ttie purpose of ' perman ently improving the public roads etc and will appear in every citizen's tax bill next fall unless something in done lust what ought to be done i am en deavoring to tind out and believe i am thus performing a public service and aiding the new supervisors in the lask before them now what about good roads ikies anybody really want good roads in dp par dublin under the old system good roads were not forthcoming and they cannot be had now under the old sys tem the tax rate has been for several years;!1 nsills furnishing ta the super visors for road work about 17600 a year each getting about half most of tlie money going into stoning the roadbeds say an average for each supervisor of 500 a vear a sum suliicient to do only a una but the statement li nude fn.ni knowledge f ">" bxbcl acts tim ins rnte otl 110,000 is ilightly over one-third of a mill on lie whole loan of 160.000 it would lie ne and six-tenths mills on the present nltiation of property at the end of the ive venrs the natural increase f pm lerty stimulated also by n better condi inn of the roadp would reduce the ax rate required to pay interest on the oan and pay annually part of the irlncipal to sa t ' .^ milfi, and it would 10 iliniinsli gradually until tbe lo»n tvould all be paid off al the end of 0 years prohably a one-mill tas rate wnnl ake care of the 860,000 loan and finish paying il nil this would give tbe present eneration tbe use of good roads and boee who come after each paying for what they get ml tins is based upon the roa is being made right with trap rock upon tbe surface and the road well under drained any other kind of road or such us e see now would knock calculations into a rocked hat the road beds that we build now will be for to use they would also if of a per manent character be for tbe benefit of those who come after so hie cost might fairly be divided or if not why not should the citizens of upper dublin desire that the loan of 60,000 be allow ed to k through according to ordinance adopted by the late supervisors and now landing as the law the money be hon estly economically anil judiciously ex pended according to the standard peotfloatlons modified so as to utilize the reave bede of the township so far as this could be one to be ascertained by careful experiments and tliat this shall be decided upon after tbe most careful consideration then within 6 years we may confidently expect to have permanent nrtt-olaas macadam roads an follows : from jarrettown to ambler from jarrettown hotel to the welsh road from the limekiln pike to fort wash ington engm/ttown road ; maple glen to ambler by he back road so far as t'pper dublin has control from hoopeaton to fort washington especial ly a good road o school from larret towrj to hoopeston ; from 1'reshertown to the welsh road that part of the welsh road thai belongs to upper dub lin ; from the street road to welsh road at the lower end anil such other lead ing road or roads in the lower end an the citizens need in all not less than 1 miles and possibly 15 those who want to rind some incon sistency in my attitude in now present hit the favorable side of tbe loan in tion to that held by we when i was writing down 1he vs\000 loan can easily do so i suppose but those who wish tbe pros and cons of the presenl situation that tljp.y may form a wise judgment without prejudice or precon ceived opinions vill not be swift to pass unfavorable jurigmeni upon the argu men u ami f.uta hero present organ from carnegie ammer m e church assured matter t up and act accord ingly to oond our township for 125,000 to improve all the roads under the con ditions that would have existed bad the election resulted ditferentlv with the almost certain prospect of not getting kooci roads and eventually of ' being burdened with a 10-uiill tax is quite a different proposition from ihe present one which means good roads with no increasu of the tax rate for live years at least and never a rate in the future much above the present one and good roads means if vre set them that our beautiful township will be developed to a wonck>rful extent the value of land will be greatly enhanced and there will soon be signs of progress and prosperity on every ride » tbe argument that was so assiduously made to boltter up the enormous loen of 1125,000 that every taxpayer should be treated alike that is the road before every man's door ehould be macada mized simply means tliat since all tbe roads cannot be done then none shall be done the township can readily afford to macadam ha the leading roads bat to do every by-road would mean bank ruptcy or the nest thing to it if the leading roade are macte good it benefits all of us no matter whether we live on
