Trying to Make Deals for State Delegates
on the Promise of Patronage, hat Qnay
Has No Offices to Give—The Week In
the Legislature.

Harrisburg, March 30.—The Pennsylvania legislature Is now In the hands
of the people. The final collapse of the
Quay oligarchy took place last week.
The representatives of the people, the
noble "Seventy-six," routed the Quay
following horse, foot, and dragoons.
With the assistance of some of the
Democrats and a few of the members
whose consciences have been awakened by the reckless and disgraceful
method of the Quay lieutenants they
overwhelmingly defeated the purpose
of the first of the sham reform blUs
offered In the legislature by some of
Senator Quay's tools. The decisive vote
was 118 to 36.
The people of Pennsylvania have at
last sized Senator Quay for just what
he is. They see through his sham reforms; his glib talk about "standing
with the people;" his still cheaper
"guff" about fighting beside the men
tn "blouses," is all understood by the
people of Pennsylvania at last. It is
fooling nobody. Matthew Stanley Quay
cares no more about the "men in
blouses" than he does about the negroes that work on his Florida plantation. And the people of Pennsylvania
are rapidly coming to a knowledge of
this fact-
Quay Badly Frightened.
Senator Quay was never so badly
frightened in his life as he la today.
The prospective candidacy of Hon.
John Wanamaker for the state treas-
urershlp brought him home from his
Florida fishing trip on a jump. He
Immediately began sending hither and
thither for hia lieutenants. He at once
began to throw out inducements to
ward leaders in Philadelphia to come
over and help him. He offered them
all sorts of offices, made the wildest
promises of federal patronage to them
If they would only help in his fight for
state delegates. If these ward leaders
would only stand by bim he would
give them anything tbey asked. It was
the old story of the devil on the high
mountain. He was offering the earth,
but he did not own a foot of the land.
Why? Because Mr. Quay has not the
patronage of Pennsylvania at his disposal.
It was stated in one of these letters
several weeks ago that Senator Quay
ha4 been informed by President McKinley that he would receive the consideration due him as a senator In the
distribution of patronage, but that he
could not control absolutely the patronage of Pennsylvania. Quay swallowed
his anger and started off to Florida on
a fishing trip. During his absence
Senator Penrose called at the White
House no less than 21 times, according to the Quay newspapers. What was
the result of all these visits? The ap-
pointment of a single Pennsylvanian
to a subordinate place ln the postoffice
department!
The first thing that Senator Quay
did on his return from Florida was to
visit the president and persuade him
to talk over the question of patronage.
While Senator Tom Piatt is sitting like
a czar and receiving the attention that
a senator from a great state like New
York deserves the Pennsylvania senators are running their legs off with
no visible results in the way of offices.
All this is evidence of the waning
power of the Quay influence.
Wanamaker's Great Popularity.
The mere suggestion that John Wanamaker might become a candidate for
state treasurer threw Senator Quay
Into a terrible fright. And well tt might.
Since the mention of "Wanamaker's
name in connection with the state
treasurership Mr. Wanamaker has been
overwhelmed with congratulations In
the shape of telegrams and letters. He
has been compelled to keep an extra
clerk at work, whose sole duty it Is to
reply to these thousands of missives.
At the headquarters of the Business
Men's League, in the Bourse building,
Philadelphia, letters and telegrams
have been pouring in by the peck from
all parts of the state. They comprise
letters of congratulation, letters offering help, financial and otherwise, and
letters containing resolutions adopted
by branch leagues of the business
men's movement indorsing Mr. Wanamaker and calling upon him to stand
for honor, honesty and the people, as
against bossism and one man power
in Pennsylvania politics.
Under such conditions as these it is
not at all surprising that Senator Quay
Is paying very little attention to the
legislature. Now that the people see
through his sham reform schemes,
which were originally designed to operate against his political enemies in
Philadelphia and Pittsburg, and to
punish them for presuming to contest
his power as boss of Pennsylvania, he
does not. care much whether they go
through or not. For form sake his
lieutenants will make a pretense of
fighting for the bills, but it will only
be a pretense, and a losing fight at
that. Quay is now fighting a tremendous battle. John Wanamaker, or the
man who, like John Wanamaker, will
stand for the people as against the
bosses in the state fight this year, must
be beaten at all hazards. Mr. Quay
never had an experience ln all his political career Mke the present. Heretofore when he defeated a candidate, or
a set of men, the defeated one retired
frorrf tha field. John Wanamaker was
defeated for the United States senate.
Mr. Quay proclaimed that this was the
end of Wanamaker and the Business
Mens* League. But lt was not. They
are still In the field. The Business
Mens' League has come to stay. It has
brains, honesty, determination of purpose and money behind it. It will.he
tn the field long after Mr. Quay has
been relegated to private life. That is
the secret of Senator Quay's panic lit
this time. He sees the shadow of
coming events.
The Interest Bill.
Another great victory for the people
was won by their representatives in the
hAise last week. The bill compelling
state banks to pay 2 per cent Interest
on all state treasury money deposited

witb them passed second reading triumphantly. The Quay followers, led
by a shouter from Delaware county,
Representative Richard J. Baldwin,
tried to have $1,500,000 exempted from
the payment of this 2 per cent interest.
It was proposed to deposit $500,000 ln
each of three banks, one in Philadelphia, one in Harrisburg and one ta
Allegheny. It was claimed that this
was necessary to carry on the state's
cash business. But even this scheme
was knocked in the head when it was
shown that the state treasury could
draw on any bank in which the state's
money Is deposited for any cash that
may be needed at any time. To add
to the troubles of Mr. Baldwin and the
other Quay shouters an amendment
was tacked on the bill compelling these
three active depositories. In Philadelphia, Harrisburg and Allegheny, to pay
1% per cent annually upon the dally
balances of state money tn their possession. The passage of this bill will
rob the bosses of one of the means of
raising money to control elections.
The Quay committee appointed to Investigate the treasury department and
the auditor general's offlce made their
report last week. It was the kind of a
report predicted in these letters weeks
ago. The committee found nothing
wrong with either department They
failed to discover thai any Interest
had ever been paid on state money.
Notyotjly expected that this committee
would discover anything. It was a
sham from the beginning. . It never
tried to investigate. Its sole object
was to whitewash. If the committee
had been honest it would have summoned every banker and cashier of
every bank ln which state**" treasury
money is deposited, and demanded ttt-
know, under oath, how much each one
of them had been assessed during ths
past year by Senator Quay's orders for
campaign expenses!
Senator Kauffman offered to produce
bankers who would swear that they
had been assessed. AB these facts axe
notorious, but the committee did not
look Into a single one of them. So
much for another of Senator Quay's
sham investigations. So much for __*•
other attempt to hoodwink the people,
who are beginning'to cry, "NO BOSS
SHALL RULE THIS STATE."
