New York, Feb. 23.—Booker T. Washington was the orator at a Washington's birthday memorial meeting in the Academy of Music, Brooklyn, under ;he auspices of the Brooklyn Academy of Arts and Sciences. The speaker devoted his address to the consideration of the race problem. He said in part: Price List. J'lour $4.50 Potatoes, 6u ~ 70c General San Mlarnel nt Hend of m "Unlike the Indian, tlie original Mexican or the Hawaiian, tbe negro, so far from dying out when in contact with a stronger and different race, has continued to increase in numbers to such au extent that whereas the race enr tctjHl bondage twenty in number there are now more than 0.0(10,000. So I want to emphasize the truth that whether we are of northern or of southern birth, whetber we are black or white, we must face frankly the hard, stubborn fact that in bondage and in freedom tbe negro, in spite of all predictions to tbe contrary, has continued year by year to increase in numbers until be now forms about one-seventh of the entire population and that there are no signs that the same ratio of increase will hot hold good in the future. Hurther than this, despite all tbe changing, uncertain conditions through which tbe race lias passpd and is passing, you will find that every year since the biaclc man came Into this country, whether iu bondage or in freedom, be has made a steady gain in acquiring property, skill, habits of industry, education and Christian character. Manila. Feb. 23.—A force of iusurgent ladrones under Geneinl San Miguel has reappeared In Itizal province. New York, Feb. 23.—Tbe flrit actual newspaper containing bona flde telegraphic news communicated from land to a vessel at sea lias been brought to this port by the steamship Etrurla of the Cunard line. Tbe marvelous accomplishments of modern science have rarely been so forcibly illustrated as by the curious looking little printed sheet which was issued to the Etrurla's passeugers in latitude 51, longitude 9 degrees 20 minutes, when she was on her way into Queenstown. Washington, Feb. 23.—The Hause committee, this morning, refused to make a favorable report on the ship subsidy bill, the vote standing 10 to 7. This means the death of the measure; so far as the present session of Congress is concerned. Wardenclyffe. N. Y„ Feb. 23-Nlkola Tesla, the Servian wizard, whose feats in the electrical field have made blm one of tbe most remarkable men of the century, is busy putting up • strange and costly plant here that promises to make necromancy an everyday affair. To the fertile mind of the Servian, when his wireless plant isD finished, there will be nothing Impossible. From the buildings there lie promises to run the busy wheels of Industry in this city, to make wireless telephoning easy and certain, to operate an electric launch far at sea or to run automobiles any and every where, only that their electric attachments be attuned to the power at mysterious Wardenclyffe. BRENNANI ROBERTS. When the news of the reappearance of General San Miguel's force reached Manila, re-enforcementa of scouts and constabulary were hurried into Itizal province. General Allen and Colonel Scott went to Antipolo and assumed command of the forces there. They met with small detachments of the enemy, nnd a few skirmishes took place. WILLIAMS and M'ANULTY London, Feb. 23.—The Birmingham - Post states that an important government announcement is pending concerning the new relationship between the imperial and various cplonial governments. The home government, the paper says, has admitted in principle the justice of the demand made by the colonies that they be given some actual voice in the expenditure of their naval contributions. Should the statement prove true. It is not probable that the colonial governments will be satisfied with a tacit admission of the justice of thetr demand. It is likely the matter will further arouse colonial irritations and protest. now 6c a yard. While Telsa has been looked upon as something of a dreamer through the extraordinary statements he occasionally has consented to make, the electrical world has found him quite the contrary. Invention after Invention has been put on the market through him. Invariably successful and a step In ndvance of others. His undeveloped patents on Die In Washington and In countries abroad probably number many hundreds, and other Inventors are exceedingly careful In going ahead with anything commercial without first consulting the records, as they hare learned frequently that Tesla bad been on the ground first. It Is said that Cemwal San Miguel's force consists of 300 men, armed and uniformed. General San Miguel claims the insurgent leadership and fights tinder the Katlpunan flag. The zone of ladrone activity extends from Caloocan, four miles north of Manila, eastward to the mountains of Rizal and skirting the northern limits of Manila. ALWAYS THE CHEAPEST. The negro seeks no special privileges. All that he asks Is opportunity, that the same law which is made by the white man and applied to the one race be applied with equal certainty and exactness to the other. Secretary YVlnthrop in the absence of Governor Taft requested General Davis to furnish additional scouts, and General Davis has ordered another battalion of scouts to report to General Allen.
