"The attorney general has written an elaborate opinion, in which he holds and advises Mr. Landon that the pass was ofTered in violation of section tD of article 13 of the constitution of tlie state of New York, that the person who offered it is guilty of a misdemeanor and that If Mr. Ijindon should accept it he, too, would be guilty of a misdemeanor and subject to have his office forfeited in an action by the attorney general in the name of the people.A. Mr. McNeil states that tbe Southern Tnclfle men are rendy to Join In the strike at any tlrae. Thomas L. So very many robberies have taken place in the millionaire residential district of the city, Fifth avenue and the Bide streets, which are in the Captain's precinct, that the residents have complained that the police are lax. Twenty robberies took place on the square block bounded by Fifth and Sixth avenues and Fifty-sixth and Fifty-seventh streets. Tlie fact that these replies have been received here, but have not been delivered to Minister Bowen, lends a ray of hope tliat the representatives of the allied powers may yet be able to prevail upon their governments to amend or revise these virtual ultimatums. Berlin, Jan. 31.—Count Lamsdorf, Russian Minister of Foreign Affairs, has obtained from the German chan- Chlef of Philippine ConMnlmlnry. To show that the police are not lax and that the residents and their help are at fault, Captain Lantry sent the eight detectives to these houses to see how many they could enter without being detected. The men got into fiftysix houses, In some cases as far as the second floor, before being .stopped by tbe bead of tbe bouse or some of the servants, and then the officer was usually unmercifully berated for his intrusion. * Dealers in High Grade CARPETS, RUGS, Washington, Jan. 31.—Captain Henry T. He was appointed to tlie Military academy from Kentucky In July, 1878, and reached the grade of captain of the Sixth cavalry In November, 1808. He rendered excellent service during the Spanish war and in the Insurrection in the Philippines in both volunteer and regular establishments. It is no longer a secret that Minister Bowen informed the three allied powers on Thursday that if they failed to acquiesce In his proposition In behalf of Venezuela that all the creditor nations should occupy the same plane' in the settlement of the claims he would feel obliged to call in all the other creditor natloqs, except the three which had resorted to force. London, Jan. 31.—According to a dispatch from Tangier published in the Morning Leader, the Moorish pre; tender, Bu Hamara, sent a challenge to the sultan accusing him of cowardice In remaining within the walls of Fez, where it was Impossible to attack him, because Fez Is a holy city, and cnlllng on him to give battle outside the walls of the city. Tbe sultan in despair accepted the challenge and lias ordered the concentration of troops. i Detective Byrnes got into the home of William K. Vanderbllt, at the northwest corner of Fifth avenue and Fiftysecond street. This has a front entrance on the avenue and a side entrance on Fifty-second street. Byrnes found the iron gate in the side open, and he walked into the basement hall. That, it Is surmised. Is what has called a halt on the threfe embassies here iu delivering to Minister Bowen the note, which really is an ultimatum, from their respective governments. Two alliances rather than only one, therefore, may develop from the Venezuela controversy—Great Britain, Germany and Italy on the one hand, and France, Norway aud Sweden. Belgium, Holland, Denmark. The correspondent of the Times at Tangier telegraphs that the sultan is about to send his uncle, Mulal-Arafa, to the Algerian frontier to prevent the spread of the rebellion to that part of the country, France having threatened the sultan with active measures to protect Algeria from the danger of a fanatical rising, even though such measures Involve the invasion of Moorish territory. . There is reason to believe that the French government already has sounded the United States government to learn how much iu common there may be between their Interests In Venezuela. It is said that there is a strong resemblance between the claims of the two nations, perhaps enough to link them together In resistance to any policy on the part of the allies which would tend to destroy or impair these interests. The correspondent of the Times at Tangier telegraphs that the sultan is about to send his uncle, Mulal-Arafa, to the Algerian frontier to prevent the spread of the rebellion to that part of the country, France having threatened the sultan with active measures to protect Algeria from the danger of a fanatical rising, even though such measures Involve the invasion of Moorish territory. .
