Schwab's Health Alarming, Before bringing before the house the resolution authorizing the investigation the naval affairs committee considered a report made to it by one of its subcommittees on the Inquiry the subcommittee had made into the charges of Mr. Lessler, the report recommending that the house be requested to authorize a formal Investigation by the full committee or a subcommittee and to grant authority to send for persons and papers. That congress has not been called to meet until the lirst days of March, just as the United States congress is adjourned. The feeling among senators who believe with Mr. Morgan that this should not be done is that ratlilcation by the United States would be sending the treaty to an uncertain fate in Colombia. There Is n constant upheaval of political feeling in that country, and one party contends that it was unconstitutional to negotiate such a treaty without authority from the Colombian congress, which has not been lu session for three years. A long delay and possible complete failure is feared by those senators who hold Senator Morgan's opinions. There will undoubtedly be strong opposition to the treaty In the United States senate. Rice, president of the Electric Boat company, which owns the Holland submarine patents, says he is completely In the dark as to the charges of Representative Lessler and knows nothing whatever about them except what he has read in the newspapers. No one has been authorized by him, he says, or any other officer of the company even to discuss the question of submarine boats with Mr. Lessler.
