The strictest secrecy with regard to every phase of the negotiations is preserved, however, and It is impossible to make a definite statement. Such indications as are obtainable point to President Iloosevelt's acceptanc# of the office of arbitrator. C., Dec. 22.—It was announced at the State Department, this morning, that the formal, detailed reply of the European allies to the arbitration proposals made by Venezuela has not yet been received by this government. Until it is received, the formal reply of President Roosevelt to the suggestion that he act as arbitrator will not hH sent to those governments. The diplomatic exchanges thus far communicated between the United States, Great liritain and Germany have been of an informal nature. Killed by an Explosion. BRENNAN S ROBERTS, Boston, Dec. 22—The fishing schooner Manhassett arrived here early \hls morning with ten survivors of the missing schooners Louise B. Crary and Frank A. Palmer, which collided in a fog off Thatcher's Island on Wednesday night, both vessels going down in a few minutes. Captain Rawling, of the Palmer, and Cap'ain Porter, of the Crary, are among the saved. The others saved include two of the Crary's crew and six of the Palmer's. Of the 23 men composing the crews of the two schooners, eight were drowned wich the vessels, four died in a bpat in which they were escaping from the sinking vessels and one jumped overboard, having lost his mind through exposure and suffering. The Manhassett came across a boat containing the survivors, who were frozen and starved nearly to death about 8 o'clock on Sunday morning, bO miles off Highland Light. Germany to President Roosevelt's message that he preferred The Hague tribunal rather than himself to be selected as the arbitrator of differences between the powers and Venezuela, Jt Is considered morally certain that they will reiterate their desire for his services In this capacity and that he will accept the responsibility. Gloucester, Mass.. Dec. 22.—The large vessel which was burned off here yesterday and'in which a terrific explosion finally occurred was the Standard Oil Co.'s huge No. 8. The fishing schooner Blanche tried to tow the barge to this port and put four of her men on board the burning vessel. One of the men was killed by an explosion. Heat and the flames made further attempts to save the vessel impossible. The baige's crew were saved by the fishing schooner Gertrude and brought here. The loss Is estimated at $350,000. Two men are reported to have been buried by falling walls;, hut the report cannot be investigated until the debris cools and an examination is made of the ruins. Bishop Andrews of Washington, who wus a close friend of General and Mrs. Qrnnt, then read the simple commitment service of the Episcopal church. Prayers for the dead were then read by the Right Itev. Alexander Mackay- Smith, bishop coadjutor of Pennsylvania and General Grant's pastor In Washington. The Discordant Note. Inspector Caro, who made the arrest, has been promoted. The Humberts are well treated in prison. As first class misdemeanants they are permitted to have their meals sent in from a neighboring restaurant. They all occupy separate cells, are carefully watched and are not allowed to receive visitors. White, colored, was roughly handled and thrown out of the church into a snowbank after he had drawn a revolver, have been aired at a hearing before Trial Justice George H. Albee. Seven members of the congregation were charged with assault and disturbing a religious gathering and were found guilty and ordered to pay fines amounting to J10.58 in each case. It Is thought that by the use of this phrase Germany's chancellor has evaded all responsibility of guaranteeing that there will be no renewul of a most drastic policy at any time. C., Dec. 22.—It was announced at the State Department, this morning, that the formal, detailed reply of the European allies to the arbitration proposals made by Venezuela has not yet been received by this government. Until it is received, the formal reply of President Roosevelt to the suggestion that he act as arbitrator will not hH sent to those governments. The diplomatic exchanges thus far communicated between the United States, Great liritain and Germany have been of an informal nature. Killed by an Explosion. BRENNAN S ROBERTS, Boston, Dec. 22—The fishing schooner Manhassett arrived here early \hls morning with ten survivors of the missing schooners Louise B. Crary and Frank A. Palmer, which collided in a fog off Thatcher's Island on Wednesday night, both vessels going down in a few minutes. Captain Rawling, of the Palmer, and Cap'ain Porter, of the Crary, are among the saved. The others saved include two of the Crary's crew and six of the Palmer's. Of the 23 men composing the crews of the two schooners, eight were drowned wich the vessels, four died in a bpat in which they were escaping from the sinking vessels and one jumped overboard, having lost his mind through exposure and suffering. The Manhassett came across a boat containing the survivors, who were frozen and starved nearly to death about 8 o'clock on Sunday morning, bO miles off Highland Light. Germany to President Roosevelt's message that he preferred The Hague tribunal rather than himself to be selected as the arbitrator of differences between the powers and Venezuela, Jt Is considered morally certain that they will reiterate their desire for his services In this capacity and that he will accept the responsibility. Gloucester, Mass.. Dec. 22.—The large vessel which was burned off here yesterday and'in which a terrific explosion finally occurred was the Standard Oil Co.'s huge No. 8. The fishing schooner Blanche tried to tow the barge to this port and put four of her men on board the burning vessel. One of the men was killed by an explosion. Heat and the flames made further attempts to save the vessel impossible. The baige's crew were saved by the fishing schooner Gertrude and brought here. A discordant note was strnck In this dispatches from BemSquofingGhaueellor von Bulow as Baying: Knoxvllle, Dec 22.—Fire started at 2 o'clock this morning from an unknown cause in the Knoxville Pants company's building, on Commerce St. Several buildings were destroyed, a dozen or more firms being burned out. The loss Is estimated at $350,000. Two men are reported to have been buried by falling walls;, hut the report cannot be investigated until the debris cools and an examination is made of the ruins. Bishop Andrews of Washington, who wus a close friend of General and Mrs. Qrnnt, then read the simple commitment service of the Episcopal church. Prayers for the dead were then read by the Right Itev. Alexander Mackay- Smith, bishop coadjutor of Pennsylvania and General Grant's pastor In Washington. The Discordant Note. Inspector Caro, who made the arrest, has been promoted. The Humberts are well treated in prison. As first class misdemeanants they are permitted to have their meals sent in from a neighboring restaurant. They all occupy separate cells, are carefully watched and are not allowed to receive visitors. White, colored, was roughly handled and thrown out of the church into a snowbank after he had drawn a revolver, have been aired at a hearing before Trial Justice George H. Albee. Seven members of the congregation were charged with assault and disturbing a religious gathering and were found guilty and ordered to pay fines amounting to J10.58 in each case. It Is thought that by the use of this phrase Germany's chancellor has evaded all responsibility of guaranteeing that there will be no renewul of a most drastic policy at any time. At one time the champion went to his knees, and a knockout looked possible. Jeffries and his manager had posted a forfeit ot $250 for any one to stand against Jeffries for four rounds, and Munroe accepted the challenge. Appleby seriously injured in an accident to a ear on the Washington, Alexandria and Mount Vernon railway on the outskirts of this city. The accident was caused by a gate oi crossbeam crashing into a window near which the men were sitting. They were members of the Twenty-seventh company of coast artillery stationed at Fort Hunt, Va.
