A very heavy Bea was running at the time, and the small boat in which the Venezuelans disembarked was nearly capsized. As It was, one of the schooner's crew was drowned. It has been learned that the captain of the Victoria was not aware of Venezuela's difficulties with Germany and Great Britain, and the action of the German cruiser is crlticiscd and condemned by all classes. The blockade will be effectively maintained on and after Dec. 20, subject to the allowing of the following days of grace for vessels sailing before the date of notification: From the West Indian and Eastern American ports, ten days for steamers and twenty days for sailing vessels; all other ports, twenty days for steamers and forty days for sailing vessels. The vessels now in blockaded ports must remain there 15 days. Vessels attempting to violate the blockade will render themselves liable to all measures of the laws of nations and their respective treaties with neutral powers. Washington, Dec. 20.—Tlio house lias passed the pure food bill by n vote of 72 to 21. There was not a quorum present, but the point was not raised by the opponents of the measure. The speakers were Messrs. Kichardson (Ala.I. Hepburn (la.), Gaines (Tenn.) and Schirui (Md.) for the measure and Mr. Candler (Miss.) against It. The terms of the proclamation are the same as those contained in the British blockade proclamation. The last section of the bill provides that any article of food or drug that is adulterated or mlsbranded within the meaning of the bill and is transported or being transported from one state to another for sale or if it be sold In the District of Columbia or the territories or If It be Imported from a foreign country shall be liable to confiscation by a process of libel for condemnation in the United States courts. Washington, Dec. 20.—The following statement was made today by the State Department: "The allies desire that President Roosevelt shall arbitrate the differences between themselves and, Venezuela, but the President desires that the work of arbitrating the trouble shall be done by the Hague tribunal." Washington, Dec. 29.—Brief services were held over the remains of Mrs. U. S. Grant at 8.30 this morning, at the family home on Q street, Northwest. They were conducted by Rev. Frank M. Bristol, pastor of the Metropolitan Methodist church. At 9.30, public services were held in the Metropolitan Methodist church. The services were very brief, Pastor Bristol delivering no sermon. The choir sang, and the minister read from the Scriptures and prayed. President Roosevelt, members of the cabinet, members of the diplomatic corps, and all of the army and marine officers in Washington, all in full uniform, were in attendance, also several patriotic organizations. At the conclusion of the.-services, the remains of Mrs. Grant were taken to the. Pennsylvania station and placed on board a special car bound for Jersey City. Give Us a Tial. The British government would welcoifle arbitration If it could be satisfactorily arranged. Germany recognizes the principle of arbitration, but before assenting to it and entering on au arbitration, wants many things settled in advance. For instance, Germany wants any claim that may be held good by the arbitrator tp be guaranteed, or if not guaranteed she wants to know definitely where the money is to come from to pay the claims and when it is to be paid. She will Insist on indemnity* for her operations in Venczuelu and nn apology and possibly an indemnity for the assault on her legation in Caracas this month. A very heavy Bea was running at the time, and the small boat in which the Venezuelans disembarked was nearly capsized. As It was, one of the schooner's crew was drowned. It has been learned that the captain of the Victoria was not aware of Venezuela's difficulties with Germany and Great Britain, and the action of the German cruiser is crlticiscd and condemned by all classes. The blockade will be effectively maintained on and after Dec. 20, subject to the allowing of the following days of grace for vessels sailing before the date of notification: From the West Indian and Eastern American ports, ten days for steamers and twenty days for sailing vessels; all other ports, twenty days for steamers and forty days for sailing vessels. The vessels now in blockaded ports must remain there 15 days. Vessels attempting to violate the blockade will render themselves liable to all measures of the laws of nations and their respective treaties with neutral powers. Washington, Dec. 20.—Tlio house lias passed the pure food bill by n vote of 72 to 21. There was not a quorum present, but the point was not raised by the opponents of the measure. The terms of the proclamation are the same as those contained in the British blockade proclamation. The last section of the bill provides that any article of food or drug that is adulterated or mlsbranded within the meaning of the bill and is transported or being transported from one state to another for sale or if it be sold In the District of Columbia or the territories or If It be Imported from a foreign country shall be liable to confiscation by a process of libel for condemnation in the United States courts. Washington, Dec. 20.—The following statement was made today by the State Department: "The allies desire that President Roosevelt shall arbitrate the differences between themselves and, Venezuela, but the President desires that the work of arbitrating the trouble shall be done by the Hague tribunal." Washington, Dec. 29.—Brief services were held over the remains of Mrs. U. S. Grant at 8.30 this morning, at the family home on Q street, Northwest. They were conducted by Rev. Frank M. Bristol, pastor of the Metropolitan Methodist church. At 9.30, public services were held in the Metropolitan Methodist church. The services were very brief, Pastor Bristol delivering no sermon. The choir sang, and the minister read from the Scriptures and prayed. President Roosevelt, members of the cabinet, members of the diplomatic corps, and all of the army and marine officers in Washington, all in full uniform, were in attendance, also several patriotic organizations. The British government would welcoifle arbitration If it could be satisfactorily arranged. Germany recognizes the principle of arbitration, but before assenting to it and entering on au arbitration, wants many things settled in advance. For instance, Germany wants any claim that may be held good by the arbitrator tp be guaranteed, or if not guaranteed she wants to know definitely where the money is to come from to pay the claims and when it is to be paid. She will Insist on indemnity* for her operations in Venczuelu and nn apology and possibly an indemnity for the assault on her legation in Caracas this month.
