Premier Balfour comes in for considerable blame. In many quarters he la scoffed at for not knowing the German claims. Tne criticisms are not confined to one faction, but emanate from all parties. The Evening Star, lu a strong editorial today, urges arbitration. The piper Bayer "Germany will doubtless do Its best to prevent us from accepting the proposal for arbitration, but, unleaa the ministers are mad, they will accept, permitting Germany to hoe its own row and extract its own chestnuts." Agreed. Replying to questions, Premier Balfour said Italy was sending warships to Venezuelan waters, but that there was no agreement between Italy and Great Britain, as there was between Qreat Britain and Germany. Referring to the Anglo-German fleets on the Venezuelan coast, the premier said (here was no question of seniority, as the two fleets were acting along different parts of the coast and independently of each other. Washington, Dec. 16.—While the Washington administration continues to use Its influence toward bringing about arbitration between the Venezuelan government and Germany and Great Britain, it continues to pay the closest attention to the war of reprisal being conducted by the allied powers in the Caribbean sea under disguise of a "peace blockade." Many look forward with ill conceived anxiety to the expected arrival here of General Hernandez, fnmiliarly called by friend and foe "El Mocho" (The Cripple). There is a widespread hope that her desire may be gratified." Washington, Dec. 16.—Fair in the southern portion and colder in the northern portion tonight; colder in the southeastern portion; fair and colder. Subjects of Germany and Great Britain continue to express openly tlieir disgust at the conduct of their diplomatic representatives in leaving them to their fate. Ela, delegate to the recent National Civil Service Reform league convention and president of the Civil Service Reform league of Chicago, is dead In a hospital here. After making an address at the bunquet of the National Civil Service Reform league last Friday night Colonel Ela returned to his hotel, where he was stricken with paralysis. He suffered a second stroke Saturday and was removed to the hospital. Colonel Ela was born in New Hampshire, but resided in Chicago many years. He was about sixty-five years old. Colonel John W. Premier Balfour comes in for considerable blame. In many quarters he la scoffed at for not knowing the German claims. Tne criticisms are not confined to one faction, but emanate from all parties. The Evening Star, lu a strong editorial today, urges arbitration. The piper Bayer "Germany will doubtless do Its best to prevent us from accepting the proposal for arbitration, but, unleaa the ministers are mad, they will accept, permitting Germany to hoe its own row and extract its own chestnuts." Agreed. Replying to questions, Premier Balfour said Italy was sending warships to Venezuelan waters, but that there was no agreement between Italy and Great Britain, as there was between Qreat Britain and Germany. Referring to the Anglo-German fleets on the Venezuelan coast, the premier said (here was no question of seniority, as the two fleets were acting along different parts of the coast and independently of each other. Washington, Dec. 16.—While the Washington administration continues to use Its influence toward bringing about arbitration between the Venezuelan government and Germany and Great Britain, it continues to pay the closest attention to the war of reprisal being conducted by the allied powers in the Caribbean sea under disguise of a "peace blockade." Many look forward with ill conceived anxiety to the expected arrival here of General Hernandez, fnmiliarly called by friend and foe "El Mocho" (The Cripple). Birmingham, England, Dec. 16.—The Post prints, a report that, within 24 hours, the Foreign Office has been told that, In order that Venezuela may not Increase her indebtedness to the various European powers, the United States government has offered to placc at Oaatro'B disposal sufficient funds to discharge not only the British and German claims, but also those of Italy and France, upon the understanding that United States Minister Bowen bo permitted to act as negotiator. The paper adds: "Matters have been complicated by the untoward events of the put week, but Washington is know a to be desirous of finding a peaceful, honorable way for her 3lster republic out of her present difficulty. There is a widespread hope that her desire may be gratified." Washington, Dec. 16.—Fair in the southern portion and colder in the northern portion tonight; colder in the southeastern portion; fair and colder. Subjects of Germany and Great Britain continue to express openly tlieir disgust at the conduct of their diplomatic representatives in leaving them to their fate. Lord Balfour, himself said that there was no justification for the assumption that the government was going to war for the Venezuelan bondholders and, moreover, stated that England was prepared to agree to a tribunal to assess the claims that are the basis for her demonstration. Ela, delegate to the recent National Civil Service Reform league convention and president of the Civil Service Reform league of Chicago, is dead In a hospital here. After making an address at the bunquet of the National Civil Service Reform league last Friday night Colonel Ela returned to his hotel, where he was stricken with paralysis. He suffered a second stroke Saturday and was removed to the hospital. Colonel Ela was born in New Hampshire, but resided in Chicago many years. He was about sixty-five years old. Colonel John W.
