The Secretary of State has wired Minister Bowen, giving him permission to grant Castro's request. In submitting the proposition to Great Britain and Germany, however, he is not to act In any sense as the representative of the United States. They have citizenship under the legislation of the United States, whatever their political condition might be under the state constitutions.
