Two of the vessels which were undergoing repairs were broken up. The German cruiser Panther steamed Into the harbor during these proceedings with her decks cleared for action. The Venezuelan steamers were taken outside the harbor, and the General Crespo, Tutumo and Margarita were sunk. The Ossun was the only vessel spared in view of the protest made by the French charge d'affaires, M. Vtmiulu Gunboat Seised. Port of Spain, Trinidad, Dec. 11.— The British cruiser Charybdis has seized the Venezuelan gunboat Bolivar In this harbor. The commander of the Charybdis sent an officer and thirty men with a letter to the captaln'of the Bolivar informing him that he must not leave the hurbor of Port of Spain without British permission. He further intimated that resistance would be useless, whereupon Lieutenant Hurtado, on behalf of the captain of the Bolivar, who was absent, surrendered, and the commander of the Charybdis placed a crew aboard the Bolivar. The officers of the Venezuelan gunboat accepted an offer to land here. For Fine Paris, Dec. 11.—President Castro has appealed to the Venezuelan people to take up arms, according to a communication from Caracas received by the Venezuelan representative here. He has decreed a general amnesty for all political offenses and has ordered the restitution of the confiscated property of Venezuelan citizens. Xmas Presents German Consul Rescued. name. The exact amount of Mr. Rockefeller's gift Is not named, but It Is said to be colossal. Although his plan Is similar to Mr. Carnegie's in that both funds are for the purpose of education, there is a difference In that the Carnegie institution is devoted to the promotion of scientific research, while the Rockefeller fund, to be expended under the direction of the general board provided for in the bill recently passed, will be used for general educational purposes. On their way back to this port the German sailors met a party of Venezuelan soldiers, but no collision took place. It has arrested the resident subjects of both hostile countries and has seized the railways and other undertakings belonging to them. Washington, Dec. 11.—An announcement that Great Britain and Germany will begin collecting duties at the seized Venezuelan ports Is hourly expected. This Is the programme outlined by the British and German foreign offices. Owing to the gravity of the In Venezuela the foreign office has directed M. Wiener, the newly appointed French minister, to start immediately for Caracas without waiting for the arrival here of the Venezuelan minister, General Velutlnl. The foreign office has also selected Count de Perettl de Rocca aa Its representative in the arbitration with Venezuela and has ordered him to go with M. Wiener. On their arrival at Caracas there will be a formal resumption of diplomatic relations between the two countries. The British and German warships, however, in the meantime had cleared for action. The object of the board, as set forth in the bill, is the promotion of eduoatlon within the United States without distinction of race, sex or creed. It is to have power to build,* improve, enlarge or equip buildings for elementary «r primary, industrial, technical, normal and training schools or higher Institutions of learning or co-operate with other associations or corporations to the same end. Dec. 11.—The White Star liner Oceanic arrived this morning from Liverpool. The vessel reports one of the stormiest passages that it has ever experienced, with the result that It was delayed 24 hours. The Oceanic had on board bIx members of the crew of the American schooner Lucjr A. Davis, who were taken off the schooner by the steamer Brinkburn, off Cape Hatteras, on Nov. 11. The schooner was In a water-logged condition. The Brinkburn landed the rescued Beamen at Manchester, England, from which point they returned home on the Oceanic. The Davis was laden with lumber and was bound from Brunswick to Boston. Another passenger who arrived on the Oceanic was Andrew Carnegie. Otnuui M4 British Legations In Washington, Dec. 11. — Washington refuses to regard the situation In Venezuela as Involving this government. According to the dispatches, aa act of war hag been committed on each side. It Is regarded as an act of war for Great Britain and Germany to seize the Venezuelan navy. It Is also an act of war for President Castro to place German and British residents of Caracas under arrest without giving them an opportunity to leave the country. Wlllematad, Curacao, Dec. 11.—A great patriotic demonstration took place In Caracas when the news came that the British and German fleets had all the Venezuelan war vessels at La Guayra, the General Crespo, Totunio, Ossun and Margarita. The president was long ago made acquainted with the purposes of Germany and England, and the limit of their action was made plain. All the military and naval plans of both powers were laid before this' government. New York, Dec. 11.—The body of Michael Kruck, a 14-year-old newsboy, was found In Central Park this morning by a policeman. All the Indications point to murder. On the boy's neck are deep incisions made by finger nails, evidently the work of a strangles On the boy's cheek was the mark of a vicious bite. The ground bore signs of a struggle, the lad's papers being strewn about. The body was still warm when found. Civic Federation Adjourn*, Now York, Dec. 11.—The annual conference of the Industrial department of the National Civic federation, which has been in pesslon for three days, has been brought to a close. Interest to the last was unabated, the hall being crowded to Its utmost capacity. The final subject of discussion was "Industrial Agreements," In which many of the most prominent delegates took part. While no definite results were reached, the executive committee being empowered to appoint a special committee to review and report on all the subjects discussed, It was the generally expressed oplulon of the delegates that the eonfereuce had been a great success. Otherwise our conduct would be construed as lending color to President Castro's repeated private declarations to diplomats that the United States would stand between his country and foreign powers. The British and German warships, however, in the meantime had cleared for action. The object of the board, as set forth in the bill, is the promotion of eduoatlon within the United States without distinction of race, sex or creed. Dec. 11.—The White Star liner Oceanic arrived this morning from Liverpool. The vessel reports one of the stormiest passages that it has ever experienced, with the result that It was delayed 24 hours. The Oceanic had on board bIx members of the crew of the American schooner Lucjr A. Davis, who were taken off the schooner by the steamer Brinkburn, off Cape Hatteras, on Nov. 11. The schooner was In a water-logged condition. The Brinkburn landed the rescued Beamen at Manchester, England, from which point they returned home on the Oceanic. The Davis was laden with lumber and was bound from Brunswick to Boston. Another passenger who arrived on the Oceanic was Andrew Carnegie. It Is also an act of war for President Castro to place German and British residents of Caracas under arrest without giving them an opportunity to leave the country. New York, Dec. 11.—The body of Michael Kruck, a 14-year-old newsboy, was found In Central Park this morning by a policeman. All the Indications point to murder. The ground bore signs of a struggle, the lad's papers being strewn about. The body was still warm when found. Interest to the last was unabated, the hall being crowded to Its utmost capacity. The final subject of discussion was "Industrial Agreements," In which many of the most prominent delegates took part. While no definite results were reached, the executive committee being empowered to appoint a special committee to review and report on all the subjects discussed, It was the generally expressed oplulon of the delegates that the eonfereuce had been a great success.
