FORCE MUST Hill from the fatherland accounts for the presence of many young Germans In the Venezuelan capital. The railroad from Caracas to Valencia Is a German concern. It Is probably officered by Germans, and Germans are employed by the railroad company in minor capacities. There are also a number of German merchants and Germun clerks at La Guayra, and German subjects are found in almost every important town of the republic engaged iu commercial pursuits. H. D. People Believe in It Sweet Cider, per gallon Washington, Dec. 10.—The dinner by the bar of the supreme court of the United States at the New Willord hqtel to Mr. Justice John Marshall Harlan In recognition of the completion of "twenty-five years of service on the bench of the supreme court was a brilliant function. The banquet hall was handsomely illuminated und the tables elaborately decorated with palms, American Beauty roses and laurel. The most moving tragedy of the many due to the present cold wave was the death of Mrs. Winifred Owens and her three-j1?ai'-old son John, who were found dead in each other's arms in a cheerless tenement at 162 Hope street, Williamsburg. Her husband was killed a year ago by the falling of a spar in Leary's shipyard at Greenpoint.It has been cyijjcally said that anything can be sold by advertising nowa-days. This is not so. A cablegram received at Washington from United States Minister Bowen, at Caracas, said that prior to the withdrawal of Mr. Haggard and Herr von Pilgrim-Baltazzi these representatives requested Minister Bowen to take charge of the interests of their respective countries. These requests will be granted, as no warrant exists for declining them. Interest in the banquet outside of Justice Harlan centered in President Roosevelt. His arrival was the signal for a great outburst of applause. The president warmly congratulated' Justice Harlan, grasping him by both hands before taking his seat. Those at the banquet included members of the cabinet, several senators and representatives, members of the supreme court of the United States, of the court of claims and of the local courts und quite a number of eminent lawyers from outside the city. Great Britain's Claims Are for Interference With a Warship, Destruction of Property and III Treatment of Subjects. Opinion In Washington, Washington, Dec. 10.—The arrests of the German and Britisli subjects in Caracas are believed here to be in the nature of a retaliation on the part of President CaBtro for the ultimatum which has been sent to Venezuela for a settlement of the long standing claims of Germany and England against her. Incidentally such action by Venezuela will, it is believed, involve this government, as the German and British representatives in Venezuela before leaving Curacas requested United States Minister Bowen to take charge of the Interests of their countries In Venezuela. It was said at the Rtatc department that this request would be granted, and the probability is that Mr. Bowen already has taken steps toward that end. Thompson, agent for the Hammond Packing company of Hammond, Ind., bus pleaded guilty in the circuit court here to offering a bribe to State Food Commissioner Snow in this city last spring and paid a fine of $1,000 Imposed by Judge Winsor. The offense Is alleged to have grown out of Commissioner Snow's efforts to enforce the state law prohibiting the sale of colored butterlne.zuela. Washington, Dec. 10.—It is stated •t the State Department that Minister Bowen, on behalf of Germany and Great Britain, has demanded the immediate release of all the subjects of those countries who were arrested in Caracas yesterday. Milwaukee, WIb., Dec. 10.—A Sentinel special from Marquette, Mich., says that the underground workings of Section 16 mine of the Oliver Iron Mining company at Ishpeming is still burning, though, according to the officials, the fire is not as fierce. It Is still Impossible to enter the mine. All the shafts and openings are sealed with timber and clay, but owing to the crevices It Is impossible as yet to block the smoke, and gases continue to come forth. London, Dec. 10.—The Venezuelan trouble came up in the House of Commons again today, when Keir Hardle asked the government to make known the causes of the coercive measures that are being taken against Venezuela. Under Secretary of Foreign .Affairs Cranbdrne, in replying, said that the nature of the claim will be disclosed in papers soon to be submitted to Parliament. Among other matters, compensation Is demanded for unjustifiable Interference with a British trading vessel; the Imprisonment and illtreatment of British subjects; the seizure and destruction of British property, and damage done to railway lines, rolling stock, etc., the property of British subjects. Cranbotne said there was ample precedent for the enforcement of the demands. James Bryce, Liberal, asked if the government had confirmation of the newspaper reports. Cranborne said: "We haven't much to add. When it became necessary for our government and the German government to present an ultimatum, our minister was ordered to remain for 24 hours in Caracas and then go to La- Ouayra and remain there another 24 hours aboard a British ship. two periods were exhausted last night. Unless, In the meantime, some concessions are made, the ordeis of the govi ernment made It necessary for the warships to take forcible action. The Foreign Office haB not yet received information that forcible action has been resorted to." Sir Charles Dllke asked If It were true that Venezuelan ships had been seized and whether 200 British and German subjects had •been imprisoned in Caracas. "The first la probably true," said Cranborne, "but the government Is not informed regarding the second statement." Thrice fortunate is the court when It has us one of its members a man who has played a great part in other spheres ot our composite life. Mr. Justice Harlan came from Kentucky, a state In which the patriotism of the people was put to so peculiarly a severe test in the civil war. In the states of the farther north It was easy for the man to make up his mind on which side he would unsheath his sword. In the states of the farther south it was equally easy. Forsyth, Mont., Dec. 10.—As a result of further defiance to the orders of Justice of the Peace Roderick McRae the entire board of county commissioners, together with the clerk, for the second time have been thrown into jail "for twenty-four hours and fined $50 each. Y., Uec. 10.—Edward Rodenmacher, fourteen years old, lies at bis home in a critical condition as the result of a fight with John Sauter, aged nineteen. The shock was so great that he was unconscious for ten hours, and his recovery is doubtful. There are a large number of natives of the British West Indian islands |n Venezuela and quite a number of these latter In Caracas. The Islanders arcnegroes with few exceptions. A census of 1804 gives 0,154 British subjects In Venezuela. This number includes a great many of the islanders •s well as the British population in the territory awarded to (ireat Britain. It Is probably officered by Germans, and Germans are employed by the railroad company in minor capacities. There are also a number of German merchants and Germun clerks at La Guayra, and German subjects are found in almost every important town of the republic engaged iu commercial pursuits. The most moving tragedy of the many due to the present cold wave was the death of Mrs. Winifred Owens and her three-j1?ai'-old son John, who were found dead in each other's arms in a cheerless tenement at 162 Hope street, Williamsburg. A cablegram received at Washington from United States Minister Bowen, at Caracas, said that prior to the withdrawal of Mr. Haggard and Herr von Pilgrim-Baltazzi these representatives requested Minister Bowen to take charge of the interests of their respective countries. These requests will be granted, as no warrant exists for declining them. Interest in the banquet outside of Justice Harlan centered in President Roosevelt. His arrival was the signal for a great outburst of applause. The president warmly congratulated' Justice Harlan, grasping him by both hands before taking his seat. Those at the banquet included members of the cabinet, several senators and representatives, members of the supreme court of the United States, of the court of claims and of the local courts und quite a number of eminent lawyers from outside the city. Opinion In Washington, Washington, Dec. 10.—The arrests of the German and Britisli subjects in Caracas are believed here to be in the nature of a retaliation on the part of President CaBtro for the ultimatum which has been sent to Venezuela for a settlement of the long standing claims of Germany and England against her. Incidentally such action by Venezuela will, it is believed, involve this government, as the German and British representatives in Venezuela before leaving Curacas requested United States Minister Bowen to take charge of the Interests of their countries In Venezuela. Milwaukee, WIb., Dec. 10.—A Sentinel special from Marquette, Mich., says that the underground workings of Section 16 mine of the Oliver Iron Mining company at Ishpeming is still burning, though, according to the officials, the fire is not as fierce. It Is still Impossible to enter the mine. All the shafts and openings are sealed with timber and clay, but owing to the crevices It Is impossible as yet to block the smoke, and gases continue to come forth. London, Dec. 10.—The Venezuelan trouble came up in the House of Commons again today, when Keir Hardle asked the government to make known the causes of the coercive measures that are being taken against Venezuela. Under Secretary of Foreign .Affairs Cranbdrne, in replying, said that the nature of the claim will be disclosed in papers soon to be submitted to Parliament. Among other matters, compensation Is demanded for unjustifiable Interference with a British trading vessel; the Imprisonment and illtreatment of British subjects; the seizure and destruction of British property, and damage done to railway lines, rolling stock, etc., the property of British subjects. Cranbotne said there was ample precedent for the enforcement of the demands. James Bryce, Liberal, asked if the government had confirmation of the newspaper reports. Cranborne said: "We haven't much to add. When it became necessary for our government and the German government to present an ultimatum, our minister was ordered to remain for 24 hours in Caracas and then go to La- Ouayra and remain there another 24 hours aboard a British ship. two periods were exhausted last night. Unless, In the meantime, some concessions are made, the ordeis of the govi ernment made It necessary for the warships to take forcible action. The Foreign Office haB not yet received information that forcible action has been resorted to." Sir Charles Dllke asked If It were true that Venezuelan ships had been seized and whether 200 British and German subjects had •been imprisoned in Caracas. "The first la probably true," said Cranborne, "but the government Is not informed regarding the second statement." Forsyth, Mont., Dec. 10.—As a result of further defiance to the orders of Justice of the Peace Roderick McRae the entire board of county commissioners, together with the clerk, for the second time have been thrown into jail "for twenty-four hours and fined $50 each.
