A correspondent of the Newark Advertiser, who has recently visited the Swiss canton of Appenzeil, describes it as wonderfully prosperous, and tit the same time the purest Democracy in the modern world. He says that "the air of material well-being is universal. Not a beggar accosts you, not an individual meets you who does not look wellclothed and well-fed, Nothing in the land seems out of order. The roads would put to shame those of either France or England; the bridges and other public works are all in the best repair, and admirably engineered and constructed. Every village is connected by the telegraph wire. The schoolhouses are models of arrangement; that at Gals would do credit, for size and ex ■ ternal appearance, to any first-class provincial of Europe The churches are quite astonishing." And in describing the government of this favored land, he says that "once a year every male inhabitant between the ages of twenty-five and seventy is required by law to meet at a central spot, appointed for the ren dezvous, there to discuss and regulate the affairs of the nation ; and there they do meet in thousands ; and there accounts are settled, laws are voted, magistrates are elected and all things set in order for the year. These unpaid legislators carry their own provisions with them to the assembly, which never lasts more than a day, lest their unwonted numbers might breed a famine in the locality. All public functions are gratuitous, or receive only a nominal compensation. The salary of the landamman, or chief magistrate, is 200 francs per annum. The last landamman reigned for twenty years, and his son has just been appointed his successor. In this favored region there seems to be no taxes, or at least none paid in money, though everyone is called upon to contribute his share to public works in the shape of what the French call prestation, or labor in kind. But do not imagine that these primitive practices denote also or are derived from primitive poverty. On the contrary the population is rich, and would be called rich any where, and many persons were pointed out to me who were twice and thrice millionaires. The 6ecret of all this is that the people have the country to themselves, and hold it and employ it, and govern it for their own advantage and enjoyment, and not for the benefit of rulers, of whatever category. A Singular Murder— One of the most extraordinary murders of which record is made, was that of Pope Julius. The Pope retired to his private apartments, at his usual hour, in good health, and he observed two wax tapers, elaborately ornamented, upon his table, burning very brilliantly. An officer of his household, the Gameriere, accompanied him to his chamber, but did not enter. "Who," said the Pope to him, "sent this bright gift to me ?" "I do not know, Holiness," replied the Cameriere. The Pope closed the door, and iit half an hour after the Cameriere, coming to remove the lights, found his breath taken away as he attempted to enter the apartment, and he saw the Pope sitting in a chair, dead. As the candles burned they exhaled a mephitic vapor, which killed him. First he was stupefied by it and was rendered unable to move, and then the aerial poison did its word easy enough. Emery foreman on the quarry at North Jay, Me., in a single seam blast, threw out a splendid piece of granite 70 feet long by about 30 feet wide, and 18 or 20 feet deep. It contains not less than 1,000 yards clear granite, and weighs, by the best steelyards we have, 4,500,000 pounds. He used three and a half kegs of powder, two and a half bushes of oats, tyo kegs of sand, and two quarts of kerosene oil, moving out this immense body four inches and raising it about the same, breaking it n two pieces where it fell. Poison.—The Countess Brinvilliera is an example of the poison mania of early ilavs. She poisoned over twelve persons by brucine at different times but she did it once to D often, and was caught at last. She denied her guilt and was put to the question by water - a terrible expedient for forcing a confession. She was strapped down *o a plank and forced to swallow water until her abdomen became frightfullv distended, and her agony was worse than death, bhe gave way at last told her guilt, and was executed in Paris. A correspondent of the Newark Advertiser, who has recently visited the Swiss canton of Appenzeil, describes it as wonderfully prosperous, and tit the same time the purest Democracy in the modern world. He says that "the air of material well-being is universal. Not a beggar accosts you, not an individual meets you who does not look wellclothed and well-fed, Nothing in the land seems out of order. The roads would put to shame those of either France or England; the bridges and other public works are all in the best repair, and admirably engineered and constructed. Every village is connected by the telegraph wire. The schoolhouses are models of arrangement; that at Gals would do credit, for size and ex ■ ternal appearance, to any first-class provincial of Europe The churches are quite astonishing." And in describing the government of this favored land, he says that "once a year every male inhabitant between the ages of twenty-five and seventy is required by law to meet at a central spot, appointed for the ren dezvous, there to discuss and regulate the affairs of the nation ; and there they do meet in thousands ; and there accounts are settled, laws are voted, magistrates are elected and all things set in order for the year. These unpaid legislators carry their own provisions with them to the assembly, which never lasts more than a day, lest their unwonted numbers might breed a famine in the locality. All public functions are gratuitous, or receive only a nominal compensation. The salary of the landamman, or chief magistrate, is 200 francs per annum. The last landamman reigned for twenty years, and his son has just been appointed his successor. In this favored region there seems to be no taxes, or at least none paid in money, though everyone is called upon to contribute his share to public works in the shape of what the French call prestation, or labor in kind. But do not imagine that these primitive practices denote also or are derived from primitive poverty. On the contrary the population is rich, and would be called rich any where, and many persons were pointed out to me who were twice and thrice millionaires. The 6ecret of all this is that the people have the country to themselves, and hold it and employ it, and govern it for their own advantage and enjoyment, and not for the benefit of rulers, of whatever category. A Singular Murder— One of the most extraordinary murders of which record is made, was that of Pope Julius. The Pope retired to his private apartments, at his usual hour, in good health, and he observed two wax tapers, elaborately ornamented, upon his table, burning very brilliantly. An officer of his household, the Gameriere, accompanied him to his chamber, but did not enter. "Who," said the Pope to him, "sent this bright gift to me ?" "I do not know, Holiness," replied the Cameriere. The Pope closed the door, and iit half an hour after the Cameriere, coming to remove the lights, found his breath taken away as he attempted to enter the apartment, and he saw the Pope sitting in a chair, dead. Emery foreman on the quarry at North Jay, Me., in a single seam blast, threw out a splendid piece of granite 70 feet long by about 30 feet wide, and 18 or 20 feet deep. It contains not less than 1,000 yards clear granite, and weighs, by the best steelyards we have, 4,500,000 pounds. He used three and a half kegs of powder, two and a half bushes of oats, tyo kegs of sand, and two quarts of kerosene oil, moving out this immense body four inches and raising it about the same, breaking it n two pieces where it fell. Poison.—The Countess Brinvilliera is an example of the poison mania of early ilavs. She poisoned over twelve persons by brucine at different times but she did it once to D often, and was caught at last. She denied her guilt and was put to the question by water - a terrible expedient for forcing a confession. She was strapped down *o a plank and forced to swallow water until her abdomen became frightfullv distended, and her agony was worse than death, bhe gave way at last told her guilt, and was executed in Paris.
