Tlie.v marched, singing socialistic songs and shouting "Down with the priests!" to the l'lace Maubcrt, where red wreaths and a bouquet of roses were la IC1 at the foot of the statue of Etlcune I)olet. An imposing force of police and municipal guards preserved order. They- split the crowd into small sections and prevented collisions with the clericals, who were attending a meeting of protest in a hall in tile neighborhood. The first public realization of this fact was caused by the announcement that the army seven weeks ago confessed its Inability to participate in the joint naval maneuvers on Long Island souud on the scale proposed by the navy. The visit last -week of the disappearing gun testing board to the strongest fortifications on the Atlantic seaboard has developed further facts heretofore obscured In the"popular and patriotic impression that the const defenses were Impregnable. It Is weeks before mock hostilities will open in the zone of war between New Bedford, Mass., and Fisher's Island. The fact that General MacArthur, commanding the department of the east, with all his energies bent to that end, will be unable to prepare the fortifications to repel the strongest theoretical attack within the capability of the north Atlantic squadron Is evidence of the weakness of the defensive system. It means that with the fortifications of the eastern approach to New York in their present condition and with a month's warning almost superhuman efforts would lie required to prepare for the attack of a powerful hostile fleet. Rome, Aug. -I.—With regurd to the statement In these dispatches under date of July l.'t that oue of the principal questions of discussion lietwceii King Victor Emmanuel and the czar of Itussia upon the occasion of the. former's visit to St. Petersburg would be the reduction of armaments, Jt is now learned that King Victor liminauuel's visit to Emperor William at Berlin the latter part of this month Is Intended to continue tills same work 111 the direction of reaching an International understanding in the matter of reduced armaments.
