So far everything has been quiet. Headquarters have been established at 328 East Houston street, where committees of the different unions await communications from the contractors. One or two conferences have been held between the strikers and some of the manufacturers, but the trouble Is between the "workers and the contractors, aiul the manufacturers are unable to make any arrangements that will be binding on the contractors. The Clothing Trade association refuses to treat with the unions. Washington, July 22.—A Catholic priest and his niece, residents of Massachusetts, have been arrested for smuggling. As a result of priest's confession, which reached the Treas ury Department today, instructions are being sent out to the collector of customs at every station along the Canadian border, ordering them to bo more careful in the examination of travelers' baggage. The confession of the priest says he has been in the habit since 1896 of. making annuul visits to Montreal, where he purchased church robes, chalices and other articles lor altar use.
