Y., June 13,-WeBt Point's centennial celebration ended with the presentation of diplomas to the graduating class. The weather was line, and the ceremony took place out of doors on that part of the parade grounds known as "Cavalry plain." London, June 13.—The Lord Mayor and City Corporation this morning proceeded to Buckingham Palace and presented an address of congratulation to King Edward on the securing of peace fii South Africa. Evans of LDes Molues, la., formerly a sergeant of Company K, Thirty-second volunteer Infantry, yesterday testified before the senate committee on the Philippines concerning the administration of the water eyre to Filipinos on four different occasions during his service In the islands. He also related the particulars of the burning of several native villages. He was questioned by Senators Patterson, McComas and Beverldge. All these events occurred, the witness said, during the year 1900 in the province of Batan, island of Luzon, and In or near the town of Orano, where his headquarters were. Three of the cases of water cure occurred outside of-the town. In one case the cure was administered by native scouts and In the others by an American soldier. The first case occurred at a little town where there were supposed to be some insurgents. The scouts picked out the suspected people and, taking one of them to a nearby creek, poured a quantity of water into his mouth from a canteen. On another occasion during an expedition to neigiiliorlng Islands the witness said that lie had seen an American soldier take two suspected natives into the water and duck them, holding them under for perhaps half a minute at a time. lie secured a confession as to the hiding place of guns in one case, but none in the other. The position of the administration is that the expenditures by General Wood were made by him with full authority, not as the representative of the United States or as trustee of Cnba, but as the actual governor of Cuba. General Wood had full authority to collect funds with which to run the government of Cuba, but he had authority to spend It for any purjiose he deemed proper. He had a perfect right to send out documents Informing the American public of the economic needs of the Island. Mr. Evans said he had been present at the btiming of four or live native villages and that the destruction of those places had been due to the presence of insurgents. The orders were to destroy all the native huts along the coast near the mountains for thirty miles in Batan province, so as to force the natives to come in, and this, he said, was done. Replying to questions by Senator Beveridge, the witness said the orders to the troops were to treat the natives humanely and that with the exceptions noted their treatment had been In accord with these instructions. The natives had not, on the other band, shown any appreciation of this consideration. It Is the Impression of the administration that the $2,500 paid to Mr. Thurber by the sugar trust was not for anything he wus doing In behalf of reciprocity, but for something he did to further the cause of free sugnr. The administration found it necessary on more than one occasion to disavow the acts and expressions of persons who were urging free sugar and were asserting that they acted with the war department. It thus disavowed the sugar trust, a committee of Cuban planters and even Mr. Thurber. Edward J. Norton of Los Angeles, Cal., late private In Company L, Eighteenth United States infantry, was the witness at the afternoon session. He served two years in the island of Panay. Answering questions by Senator CullDerBon, Mr. Norton stated that except In isolated cases the treatment accorded the natives by United States, soldiers "was humane and all that could be expected or desired." Main Dubuque, Ia„ June 13.—A tornado overturned and sank the stenmer Ravenna at Naquoketa chute, four miles up the river. The captain and three others were drowned. The steamer Teal rescued fifteen men who clung to the bottom of the Ravenna. The tornado struck the steamer without warnlug, and it keeled over to starboard. The crew were thrown into the water, but some of them managed to crawl u|D on the bottom of the upturned steamer. Evans of LDes Molues, la., formerly a sergeant of Company K, Thirty-second volunteer Infantry, yesterday testified before the senate committee on the Philippines concerning the administration of the water eyre to Filipinos on four different occasions during his service In the islands. He also related the particulars of the burning of several native villages. He was questioned by Senators Patterson, McComas and Beverldge. All these events occurred, the witness said, during the year 1900 in the province of Batan, island of Luzon, and In or near the town of Orano, where his headquarters were. Three of the cases of water cure occurred outside of-the town. In one case the cure was administered by native scouts and In the others by an American soldier. The first case occurred at a little town where there were supposed to be some insurgents. The scouts picked out the suspected people and, taking one of them to a nearby creek, poured a quantity of water into his mouth from a canteen. On another occasion during an expedition to neigiiliorlng Islands the witness said that lie had seen an American soldier take two suspected natives into the water and duck them, holding them under for perhaps half a minute at a time. lie secured a confession as to the hiding place of guns in one case, but none in the other. The position of the administration is that the expenditures by General Wood were made by him with full authority, not as the representative of the United States or as trustee of Cnba, but as the actual governor of Cuba. General Wood had full authority to collect funds with which to run the government of Cuba, but he had authority to spend It for any purjiose he deemed proper. He had a perfect right to send out documents Informing the American public of the economic needs of the Island. The orders were to destroy all the native huts along the coast near the mountains for thirty miles in Batan province, so as to force the natives to come in, and this, he said, was done. It Is the Impression of the administration that the $2,500 paid to Mr. Thurber by the sugar trust was not for anything he wus doing In behalf of reciprocity, but for something he did to further the cause of free sugnr. The administration found it necessary on more than one occasion to disavow the acts and expressions of persons who were urging free sugar and were asserting that they acted with the war department. It thus disavowed the sugar trust, a committee of Cuban planters and even Mr. Thurber. Edward J. Norton of Los Angeles, Cal., late private In Company L, Eighteenth United States infantry, was the witness at the afternoon session. He served two years in the island of Panay. The steamer Teal rescued fifteen men who clung to the bottom of the Ravenna. The tornado struck the steamer without warnlug, and it keeled over to starboard.
