What the "slight alterations" were the press committee refused to divulge. They did sny, however, that on the whole the consideration o? the report was harmonious and that it was disposed of in one day. This, they said, showed that It was entirely acceptable to the great majority of the delegates. The ratification of scales is another victory for President Shaffer and his policy. Somebody may devise a compromise scheme that will be acceptable to the senate, but those who believe there are Irreconcilable differences of opinion In the senate are Increasing. Venice, April 29.—Captain Robert F. Wynne, U. 8. M. C.; Assistant Surgeon Robert E. I.edbetter, Lieutenant John S. Doddridge and a marine named Wilfred Langley, all of the ITulted States cruiser Chicago, who were arrested on April 25 on the Plazzl dl San Marco, were yesterday brought up in a police New York. Before going into session, President Mitchell was asked, whether, in his opinion, today's meeting would bring the negotiations to n conclusion. He replied that lie hoped so, and refused to talk further. The coal company presidents refused to discuss the situation. Once inside the spacious office, the conferees ranged themselves around a long table and sent word to a restauranteur in the building to serve them there. April 29.—A dispatch from Hamburg today announces the death from apoplexy of Captain Albers, of the steamship Deutschland. Advices received here from I'nrto Plata, a seaport vn the north coast of Santo Domingo, say Santiago Is the center of the revolutionary disturbance, which is directed by Vice President Horatio Vasquez. It Is believed here that the revolution will probably be suppressed by the Dominican government forces. C., was born in the District of Columbia, where his father is a prominent newspaper man. He entered the naval service on May 20, 1899, and was sent to the Philippines, where he served under Colonel Meade as a lieutenant In the marine corps. His superior officers found that Lieutenant Wynne was a soldier who wanted to be where the lighting was and who always gave a good account of himself.
