Washington, April 17.—The drastic Chinese exclusion bill originally framed by th» senators and representatives from the Pacific coast states met defeat In the senate yesterday, and in its place was substituted a measure offered by Mr. Piatt (Conn.) extending the provisions of the present exclusion law and also applying that exclusion to all Insular territory under the Jurisdiction of the United States. tin vote. Washington, April 17.—The report of Lieutenant Colonel Dlckinan of tlie Twenty-glxth volunteer Infantry, wlilch was referred to at Tuesday's cabinet meeting as part of the Investigation of the charges of cruelty to the Filipinos, was submitted to congress two months ago, but attracted little attention at the time. The letter was written by Colonel Dlckman from the Presidio, at San Francisco, on April 24, 1901. He had been directed to Investigate Sergeant Riley's charge that the "water cure" was administered af Igbaras, a fact to which he also testified before the senate committee last Monday.
