Any Action. This Wee DEATH OF GENERAL SEAMANS. San Juan, Porto Rico, Jan. 8.—Gov- Governor Hunt's message to the Legislature of Porto Rico was read before a joint session of that body held in the theater of San Juan. The building was crowded. The message congratulated the Legislature upon the fact that Its work In 1901 had been vindicated aa wise, conservative and progressive, and conducive to the establishment of free trade between Porto Rico and the United -States seven months before the existing tariff duties provide for the cessation of the collection of such duties. For Instance, the gauge readings on Deep river at Montcure, N. C., for last year show the following Interesting facts: Washington, Jan. 3.—Before the United States will consider the purchase of the Panama Canal, the price submitted must be low and the company must be able to furnish a clear title. 2(. q. eo SAVED He Was Adjutant General of the State —ItM •- At Greatly of California. Washington, Jan. 3.—General W. H. SeamanB, adjutant general of the State of California, died at the Arlington hotel this morning, of Inflammatory rheumatism and pneumonia. His wife and Lieutenant Commander Douglass White, of the naval militia of California, were with him at the time of bis death. He was 67 years old. At its minimum volume the river would have developed but 1,128 horsepower, and in its maximum volume It would have developed 61,040 horsepower. There would have been but one day upon which 1,282 horsepower could not have been realized, about 200 days on which 6,000 horsepower could not have been realized and 260 days upon which 10,000 horsepower could not have been realized. All these figures are for continuous power, night and day. By storing the water at night and using it only by day the horse* power could be doubled. For Instance, 10,000 horsepower could have been realized In this way at Montcure last year on 100 days, and the power would have fallen below that on 200 days. OjottCUUt, 36 £C.,"Vft{Jcc4WM«. Reduced This is the opinion of Rear Admiral John O. Walker, president of the Isthmian Canal Commission, which completed Its work a few dayB ago. Rear Admiral Walker stated that the commission of which he was the head carefully took into consideration the advantages and disadvantages of the Panama route, and he feels that If a reasonable offer is made k will be given consideration. The inventor is David E. Werts ot Grants Pass, Or. Comfort of Travelers. PARTICULARS ARE SCARCE. Dragged From Their Homes In Qall^ia In his message. Governor Hunt says: "Tranquility and contentment prevail in Porto Rico; schools have multiplied; railroads are being constructed; the commerce of the island has been developed and exports have Increased; agriculture has become more profitable; roads are being built and debts are being paid. Tolerance of opinion has become more common, former antagonism being forgotten." Vienna, Jan. 8.—A mob, headed by three land owners, recently massacred fourteen Jews at Zawasnia, in Gallcla. They dragged the vlctlmB from their homes and stoned them to death. A rabbi and two Jewesses were among those killed. The property of the Jews was burned. The ringleaders of the mDb were arrested. and Stoned to Death. The Rear Admiral is not in sympathy with any movement to delay the construction of the canal. He is anxious that no time should be lost in commencing the work. M. Hutln had an opportunity to submit an offer to the commission which would be final and definite, but he failed to do so. is south mum a Always Cheapest. Governor Hunt recommended the revision of the municipal laws and the adoption of modern city charters. THE BEST PI Ha* Sent Five Warships to Wowelt, on IN THE CI Berlin, Jan. 8.—The St Petersburg correspondent of the Taggblatt telegraphs that three Russian cruisers and two Ironclads have prooeeded toward Koweit, on the Persian gulf, where Great Britain Is backing the local sheik, Uonbarek, against the Sultan's protege, Iburas Chid. Parslan Gulf. Concerning the case of Santiago Igleslas (the representative of the American Federation of Labor, who was sentenced on Dec. 11 to three years and four months' Imprisonment on a charge of conspiracy), the gov-, ernor referred to the ambiguities of the existing laws and said that the remedy therefor was in the hands of the legislature. TO BUY GROCERIES *- 18 AT San Francisco, Cal., Jan. 8.—Brief particulars were received here this morning of an ocean disaster that occurred yesterday, In which 100 lives were lost The Walla Walla, flagship of the Pacific Coast Steamship Line, of Goodsell, Perkins & Co., whose vessels are passenger and freight boats of a high grade, plying between this port -and points along the northern coast, was wrecked by running upon a reef off the point of Cape Mendocino, which Is the westernmost point of California. Sixty persons were saved and were landed at Eureka, Cal., where they are now awaiting transportation to their destinations. It is estimated that 100 persons lost their lives, going down with the vessel whan It sank. No mention is made of the officers and crew, and the supposition is that they were among the victims of the disaster. Supposing that an Individual of every known species were to take its stand, the two species respectively, the next larger and the next smaller than Itself, the smallest known animal at one extremity of the line and the largest standing at the other, and then supposing we were to ask which creature occupies the middle place, having as many degrees of size below It as above and as many above It as below, that place would be found to be occupied by the common house fly. Slidable in the recess of the guard frame is a gate, upon which a plug bears. The plug projects from the free end of a flat spring secured by one If he has any proposal to make It must be submitted at once and it will be laid before Congress for its consideration. The authorities are In no mood to let the canal question go over until the next session of Congress If they can help It M. Lampre must, therefore, submit his proposal quickly; otherwise, every effort will be made to pass the Nicaragua canal bill. EVANS BROS. GERMANY'S NOVEL SCHEME, "There is no room for lawlessness in Porto Rico," said Governor Aunt, "but it Is perfectly lawful to organize to secure better wages by peaceable measures. The ambition to better one's condition is intensely American, and where the purpose of organization lb merely to increase the profits of labor or to dignify its worth, through peaceful meanB, a law susceptible to a construction forbidding the execution of such a purpose Is unworthy the American government and should be wiped out, no matter how unworthy the particular Individual may be who Initiates the organisation. The law knows no distinction between individuals." Will 8p«nd Millions of Mark* to Fur Berlin, Jan. 3.—The government intends to spend several hundred million marks for the Immigration of western and southern peasants into the eastern provinces. The action 1b taken for the purpose of crowding out Russians, Austrians and Poles. Future immigration of Poles will be prohibited. ther Deal red Immigration What a stupendous optical Instrument must that be which, assisted with a few brass tabes and disks of glass, shall discern a creature as much smaller than a fly as a fly is smaller than an elephant! The Panama Canal company must furnish a clear title. It will be seen that the Impinging of the spring pressed plug on the gate will retain the gate at a desired point of open adjustment. The relative positien of the plug Is such as to adapt it to project Its free rounded end through the perforation in the gugrd frame for a short distance, so as to support the gate when elevated sufficiently to close the sash slot completely.Practical and simple la the device for preserving food which has now been Invented by a scientist. It Is In the form of an Invertlble jar which Is designed to contain an antiseptic preserving liquid and which consists of two telescoping sections, the walls and outer end of which are air and liquid tight. In this way when the Jar Is In one position the preserving liquid will rest on the closed end of the intersection, and when the Jar is Inverted the liquid will rest on the closed end of the outer section and In that position will form a liquid seal which wlU prevent any air from entering. ATTEMPT ON MILNER'8 LIFE. •eeaslonal Inopporlnneneaa of Mirth Evidenced. Rumor Currant In London, but Is Not It was awkward for the czar's confidential adviser, Baron Enidoff, a month ago that he had not a quicker control of his features, for a laugh nt the wrong moment lost him his higli position of £12,000 a year. Eureka, Cal., Jan. 3.—A boat which has arrived In Trinidad reports that the Walla Walla was run Into at 4 o'clock yesterday morning by an unknown iron ship. When the vessel left San Francisco she had eight boats and four rafts, all of which were in the water. According to the report of the boat at Trinidad, all were drifting north'. The boat which arrived started with 13 passengers, and had seven on Its arrival. TugB have been sent to the rescue. A steamer despatch brought in 60 persons, including Captain Call. It is now believed that the first report of the loss of life was exaggerated. London, Jan. 3.—A rumor is current that an attempt has been made to assassinate Lord Mllner, at Cape Town. Numerous inquiries have been made at the Mansion House, but no confirmation is obtainable. The colonial office has heard nothing of the attempt. Confirmed. BOOK PLATES. While the royal suit was at Complegne, soon after the arrival, the czar waB tired and a little Irritable by the effects of his long Journey. While going through the big library, which was part of the great apartments prepared for him, he slipped on a wolfskin mat that lay on the highly polished floor, mddc a wild attempt to save himself and clutched at one of his attendants. TkMC Owned by Both Common ul When a mun has built up a library of bis own, he is likely to want a book plate. Perhaps his fondness for his oWn plate leads him to become a collector. The chief object of a book plate is to claim ownership of the volume in which it Is inserted and to protect the owner against loss. It also labels the volume as one of a collection, and, best of all, it gratifies the sense of possession by giving books a personal character. As each man chooses the design of his own plate or has it chosen for him by some acquaintance, it becomes a mirror of his originality or his want of it lllnstrlona Folk. The Improved ventilator Is of special value as a means for ventilating passenger cars. THE WEATHER. The ciar, who detests levity on state occasions, spoke very sharply to tb( culprit, who next day was dismissed his post a:ul relegated to an assistant secretaryship, with plenty of hain1 work to do, and wherein he never seeD the czar at all. Sir J. Bunion Sanderson long ago proved that the movements of the Venus' flytrap leaves gave much of the same electrical reactions as do muscular movements In the animal. Whatever be the exact source of the movements, It Is to the living matter (or protoplasm) of the plant that we must look for the discovery of the real seat jf the action. m THREATENED 8TRIKE IS OFF. An exact detlultlon of the "Celtic fringe" will be welcomed. The number of people in flrittany and the British isles whose mother tongue Is Celtic is 3.000,000, according to statistics quoted the other day by Professor Magnus Maclean of Glasgow university. They are distributed thus: Gaelic, 252.000, chiefly in the )ilghlands of Scotland; Irish, 089,000, west of a line in Ireland from Duugnrvan bay to Lough Swllly; Manx, 3.000; Welsh, 900,000, and Breton, 1,300.000. These fag ends are a sadly dwindling minority of a once mighty race. Modern Industrialism, says Professor Maclean, Is wooing the Celts away from their nAtlve strongholds, and the separate units get absorbed In t)ie common national USe and the common civilization. BARK Fine threads of protoplasm pass ;h rough the cell walls and bring the various series of cells Into close connection. These threads of living matter may develop the function performed by nerves in animals—that of conveying stimuli. As a sensitive plant can be rendered Insensible by making It respire ether, the Identity of animal and plant sensation Is strongly Indicated.Book plates are divided Into classes merging Imperceptibly Into one another. There is the armorial device, which may be very florid or merely the coat of arms with the owner's name. Or they may be allegorical, thus giving scope for the humor or even the egotism of the originator. George Washington's book plate is, of course, keenly interesting. The scarcity of It, as well as the 'distinguished name it bears, caused it to be the only American plate thought worthy of counterfeiting. It bears the Washington coat of arms Inclosed in a shell-like frame, surrounded by sprays and flowers. On a ribbon at the base is the motto, "Exltus Acta Probat." * N Drth Main St. New The kaiser took him up four years ago as a guest, with a view to making use of him In the new "expansion" policy of the German empire, and had decided to give him a fine position in the east to guard German interests in China, at a princely remuneration, of course. The kaiser sees to these things himself, and anybody who becomes one of his right baud men is pretty well set up for life. An Order Once in a While MURDERER RESPITED. Meanwhile an Investigation of HI* Cauea of Malaria. Mental Condition Will be Made. Albany, Jan. 3.—Governor Odell today granted a three months' respite to John Schmidt, of Columbia county, the murderer who was to be electrocuted at Clinton prison during the week beginning Jan. 20. Some time ago he showed signs of mental disorder. During the respite, an investigation will be made to see If the prisoner Is really insane. Coallnf Stations Next. Dr. Karl Peters, who has seen as much of equatorial Africa as most explorers, says that while mosquitoes may do their part in causing malaria, drinking stagnant water and breathing air that blows over swamps of such water also produce it, as he knows from experience at a station where there were no mosquitoes whatever. The kaiser froze at once, wished Wfllbanke good night and never reopened relations with b!m. Washington, Jan. 3.—The officers of the (Juartermaster's department of the army deny that any plan Is being contemplated looking to the complete abandonment of the Pacific transport service. Sixty persons were saved and were landed at Eureka, Cal., where they are now awaiting transportation to their destinations. The chief object of a book plate is to claim ownership of the volume in which it Is inserted and to protect the owner against loss. It also labels the volume as one of a collection, and, best of all, it gratifies the sense of possession by giving books a personal character.
