Philadelphia, Dec 17.—Admirers of L'nited Statos Senator Boies Penrose are delighted over the national prominence he has received since the reconvening of congress through his leadership of the movement to re-enact the Qeary Chinese exclusion law and to have introduced such additional safeguards against the invasion of foreign labor as may he deemed expedient. Senator Penrose is chairman of the Important committee on Immigration, which is made up of some of the strongest members of the senate. Including Lodge, of Massachusetts; Mason, of Illinois; Fairbanks, of Indiana, ind Sewell, of New Jersey. The initial move of Senator Penrose in the crusade against the Invasion of the Chinese was the Introduction of a bill simply re-enacting the Geary law, with a provision for the exclusion of Chinese laborers for a period of twenty years. This time limit Is not, however, in:entied to mean that at the expiration of that period the Chinese will be admitted, but for diplomatic reasons It has not been deemed wise to have such a clause inserted in the bill. CONFERRING WITH ROOSEVELT. Senator llooreveli has been in consultation with President Roosevelt, and .hoy thoroughly agree as to the general ei ms of the bill to be reported from Senator Penrose's committee. There have I con «o many bills and amendments introduced 0:1 I his subject that Senators Penrose and Lodge, who have been constituted a sub-committee of the senate committee on immigration on this measure, will get together and draft a new bill, that will be known as the Penrose Chinese exclusion bill, and which will meet every requirement of the situation. Senator Quay took a hand in thr, matter before by presenting an amendment to Senator Penrose's bill to exempt from exclusion all Chinese who have embraced Christianity and the Chinese who took part In the defense or the relief of the foreign legations and In the defense and the relief of Pe-tlng Cathedral In Pekin in the summer of 1900. Senator Quay stated that the cathedral was entirely defended by Chinese. PROTECTING AMERICAN LABOR. Another matter In which Senator Penrose has taken a conspicuous part Is that of the regulation of immigration. He has Introduced a bill which embraces 50 sections, and which Is the outcome of numerous conferences he has bad with Commissioner of Immigration Powderly. This measure provides for boards of special inquiry at the various ports of the country to examine immigrants and order the deportation of those who shall be found undesirable or ineligible for admission to ilia country. Provision Is made for a physical examination of every immigrant by the Uulted States Marine Hospital service. The purpose of the proposed legislation la to further restrict Immigration with tt view to giving more protection to Amotiran labor and to excluding the undesirable elements which have bean Introduced In many regions through the present too liberal laws. Senator Penrose lias been in receipt of many letters from leaders of labor organizations, particularly the coal miners, assuring him of their hearty co-operation In his efforts to curtail the Importation of laborers io th»- detriment of those American-born and naturalized citizens now employed in this state. I.ondon, Dec. 1".—Lord Rosebery's speech at Chesterfield, last night, con tinues to be the greatest political sen satiop since Gladstone's days. One of the papers condemns Rosebery for wishing to forget past Liberal principles. nnd says: "Rosebery is overanxious to conform to passing phases of popular opinion. Dec. 16.—Through the good offices of the National Civic Federation, leading representatives of labor and capital are in session here to ditcusB plans to minimize wage and industrial disputes. At the flrst session Charles M. Schwab declared that he was opposed to labor unions as they me now constituted, and said that they must l'ail. as the trusts had failed, for seeking to limit the output and control prices. Senator Hanna expiessed strong approval of the principle of organized labor, and his speech drew apologies from John Phillips and John J. Donnelly, two of the labor delegates present, who confessed that they held erroneous and unjust views as to the attitude of the Senator toward organized labor. Bishop Potter asserted that the restoration of human interest to the relation of labor and capital, the establishment of contact between the two. bringing them so close that they might see each other's position, would go far toward settling the differences between-them. He said that ideas and practical work were needed to bring the result which both desired. Archbishop Ireland salt! that all Europe looked to the United States to .heal the breach between the two great interests. As a minister of religion, as a member of a church whose pontiff had declared that the most important duty of the church was to maintain peace between labor and capital, he was present to do his duty in a movement that made for peace and hr.rmony and brotherhood. Washington, Dec. 17.—Congressman Wheeler (Dem., Ky.). today introduced in the House a resolution for the investigation by the House committee of naval affairs of the conduct of Admiral Schley before and during the battle of Santiago. He stated that the reason for introducing this measure was the persistence of the Sampson press in declaring that Dewey agreed with the majority of the court in most of its findings and that the minority report meant nothing. "I desire to have Admiral Dewey go on tlio stand,'.' he declared, "and give his interpretation of his report." Philadelphia, Dec. 17.—Advices from nil sections of tlio eastern half of Pennsylvania, over which area Saturday night's storm raged furiously, are to the effect that the waters covering the flooded districts are receding and that railroad and telegraphic communication are slowly being restored. The damage to property and pecuniary loss from enforced suspension of many induftrief will reach many hundreds of thousands of dollars. Dozens of coal mCncs are flooded, along with hundreds of industrial concerns located along waterways, thus throwing Idle thousands of men. It is estimated that more than 40,000 persons have been rendered idle. The Susquehanna, which rose at some points 29 feet above low water mark, is going down gradually except in the lower end of the State, where it is reported to be rising two inches an hour. Tales of nariow escapes from drowning come from all the flooded districts. Hundreds of families In little hamlets have been deprived of their homes for the time being by swollen streams. Philadelphia, Dec 17.—Admirers of L'nited Statos Senator Boies Penrose are delighted over the national prominence he has received since the reconvening of congress through his leadership of the movement to re-enact the Qeary Chinese exclusion law and to have introduced such additional safeguards against the invasion of foreign labor as may he deemed expedient. Senator Penrose is chairman of the Important committee on Immigration, which is made up of some of the strongest members of the senate. Including Lodge, of Massachusetts; Mason, of Illinois; Fairbanks, of Indiana, ind Sewell, of New Jersey. The initial move of Senator Penrose in the crusade against the Invasion of the Chinese was the Introduction of a bill simply re-enacting the Geary law, with a provision for the exclusion of Chinese laborers for a period of twenty years. This time limit Is not, however, in:entied to mean that at the expiration of that period the Chinese will be admitted, but for diplomatic reasons It has not been deemed wise to have such a clause inserted in the bill. CONFERRING WITH ROOSEVELT. Senator llooreveli has been in consultation with President Roosevelt, and .hoy thoroughly agree as to the general ei ms of the bill to be reported from Senator Penrose's committee. There have I con «o many bills and amendments introduced 0:1 I his subject that Senators Penrose and Lodge, who have been constituted a sub-committee of the senate committee on immigration on this measure, will get together and draft a new bill, that will be known as the Penrose Chinese exclusion bill, and which will meet every requirement of the situation. Senator Quay took a hand in thr, matter before by presenting an amendment to Senator Penrose's bill to exempt from exclusion all Chinese who have embraced Christianity and the Chinese who took part In the defense or the relief of the foreign legations and In the defense and the relief of Pe-tlng Cathedral In Pekin in the summer of 1900. Senator Quay stated that the cathedral was entirely defended by Chinese. PROTECTING AMERICAN LABOR. Another matter In which Senator Penrose has taken a conspicuous part Is that of the regulation of immigration. He has Introduced a bill which embraces 50 sections, and which Is the outcome of numerous conferences he has bad with Commissioner of Immigration Powderly. This measure provides for boards of special inquiry at the various ports of the country to examine immigrants and order the deportation of those who shall be found undesirable or ineligible for admission to ilia country. Provision Is made for a physical examination of every immigrant by the Uulted States Marine Hospital service. The purpose of the proposed legislation la to further restrict Immigration with tt view to giving more protection to Amotiran labor and to excluding the undesirable elements which have bean Introduced In many regions through the present too liberal laws. Dec. 16.—Through the good offices of the National Civic Federation, leading representatives of labor and capital are in session here to ditcusB plans to minimize wage and industrial disputes. At the flrst session Charles M. Schwab declared that he was opposed to labor unions as they me now constituted, and said that they must l'ail. as the trusts had failed, for seeking to limit the output and control prices. Senator Hanna expiessed strong approval of the principle of organized labor, and his speech drew apologies from John Phillips and John J. Donnelly, two of the labor delegates present, who confessed that they held erroneous and unjust views as to the attitude of the Senator toward organized labor. Bishop Potter asserted that the restoration of human interest to the relation of labor and capital, the establishment of contact between the two. bringing them so close that they might see each other's position, would go far toward settling the differences between-them. He said that ideas and practical work were needed to bring the result which both desired. Archbishop Ireland salt! that all Europe looked to the United States to .heal the breach between the two great interests. As a minister of religion, as a member of a church whose pontiff had declared that the most important duty of the church was to maintain peace between labor and capital, he was present to do his duty in a movement that made for peace and hr.rmony and brotherhood. Washington, Dec. 17.—Congressman Wheeler (Dem., Ky.). today introduced in the House a resolution for the investigation by the House committee of naval affairs of the conduct of Admiral Schley before and during the battle of Santiago. He stated that the reason for introducing this measure was the persistence of the Sampson press in declaring that Dewey agreed with the majority of the court in most of its findings and that the minority report meant nothing. "I desire to have Admiral Dewey go on tlio stand,'.' he declared, "and give his interpretation of his report." Philadelphia, Dec. 17.—Advices from nil sections of tlio eastern half of Pennsylvania, over which area Saturday night's storm raged furiously, are to the effect that the waters covering the flooded districts are receding and that railroad and telegraphic communication are slowly being restored. The damage to property and pecuniary loss from enforced suspension of many induftrief will reach many hundreds of thousands of dollars. Dozens of coal mCncs are flooded, along with hundreds of industrial concerns located along waterways, thus throwing Idle thousands of men. It is estimated that more than 40,000 persons have been rendered idle. The Susquehanna, which rose at some points 29 feet above low water mark, is going down gradually except in the lower end of the State, where it is reported to be rising two inches an hour. Tales of nariow escapes from drowning come from all the flooded districts. Hundreds of families In little hamlets have been deprived of their homes for the time being by swollen streams.
