An affidavit made before a New York (hief of .police by a woman friend of a man named "Lew" Gray, a professional burglar, states that Gray left her in 8pringfield, Mass.. the day of the Fosburg murder, and upon his return told her he had to shoot some one in order to get away. James Gray, the man arrested here, is unable to give a satisfactory explanation of his late movements. Two weeks ago he was sent to jail here for stealing a hat While there he took such intense interest in the proceedings of the Fosburg trial that suspicions were aroused against him. When released tnis morning he was rearrested. New York, July 20.—Charges and countercharges against officers of the marine corps of the United States ur® being sifted by a special court of Inquiry, which held its tirst session yesterday at the uavy yard in Hrooklyu. Pittsburg, July 20—The peace mission of M.' M. (Jarlaud, who went to New York on behalf of the conservative element iu the Amalgamated association, has failed. Mr. Garland was unable to secure from the steel manufacturers any terms on which a settle incut could be reached. They would not recede an inch from the attitude they have taken, holding that the strikers' leaders precipitated the fight, aud peace negotiations are off. Qustavus C. Helming, a consulting engineer, who supervised the construction of the section of the bridge on which the breaks occurred, declared yesterday that the bridge should be built anew. He said that officials were warned at the time the bridge was built that the materials were faulty, but their Use was insisted on to save cost. Washington, July 20.—Secretary Long of the navy department yesterday announced the names of the three officers whom he had selected to Uct as a court of inquiry in Hie Sampson-Schley controversy. These were Admiral Dewey aud Hear Admirals Lewis A. Kimberly and Andrew K. K. Benliam. The two rear admirals are on the retired list. Later It was reported that Itear Admiral Kimberly would ask to be excused oecause of 111 health. Should he decline ihe secretary will select one of the other retired admirals to take his place. An affidavit made before a New York (hief of .police by a woman friend of a man named "Lew" Gray, a professional burglar, states that Gray left her in 8pringfield, Mass.. the day of the Fosburg murder, and upon his return told her he had to shoot some one in order to get away. James Gray, the man arrested here, is unable to give a satisfactory explanation of his late movements. Two weeks ago he was sent to jail here for stealing a hat While there he took such intense interest in the proceedings of the Fosburg trial that suspicions were aroused against him. When released tnis morning he was rearrested. New York, July 20.—Charges and countercharges against officers of the marine corps of the United States ur® being sifted by a special court of Inquiry, which held its tirst session yesterday at the uavy yard in Hrooklyu. Pittsburg, July 20—The peace mission of M.' M. (Jarlaud, who went to New York on behalf of the conservative element iu the Amalgamated association, has failed. Mr. Garland was unable to secure from the steel manufacturers any terms on which a settle incut could be reached.
