The burning was on the scene of the negro's crime, within 100 yards of the principal thoroughfare of this city. He seized her, and she broke loose and, screaming, ran from the swamp into the prairie, where he overtook her. Manila, May 30.—The Philippine commission has approved the recommendations of Captain Martin for the establishment of a modem Are department in Manila at an initial expense of |TU,- 000. The old tire department consisted of three stations with antiquated machines. Under Captain Martin's plan, tor which the commission lias appropriated the $70,000 required, there will be six stations, with American engines, fire Apparatus and an alarm system. The department will be commanded by an American chief and American captains, with native lieutenants und subordinates. PEOPLE'S "Tlie only thing desirable on the Island of Margarita for a coaling station that Is not at hand is a plentiful supply of fresh water. In this respect, however, it Js better off than Key West, where the United States now has a large naval depot, and far better than tlie Dry Tortugas, where there Is no water at all. There are three small streams on the islands, upon the largest of which Is located Asuncion, thej capital. This stream runs over large beds of amphibolic schist and is strongly Impregnated with sulphate of iron and magnesia. There are three ports on the Island. lhe largest being I'orlamar, 011 the southeast coast, but It is understood te be out of the question that Germany should make any progress in negotiating with Venezuela for the port of Porlamar. Attention has therefore, it Is understood, been turned to Juan Grlego. The naval officers who give these opinions have spent years among other islands of the Pacific, and they do not hesitate to rank the natives of Guam ahead of all others as possibilities In our Insular civilization. At the ottoe of George Gould Information was denied. The Rookefeller-Gould Interests are said to own outright 15,000 'shares of the stock of the Delaware, Lackawanna and Western railroad. To reach Margarita you take the steamship of the French or German line at La Guayra aud, landing at Cumana, take a small Venezuelan sailing vessel, called a felucca, for Margarita. Not Far Off Coast. The reception here was devoid of all excitement. The good sized crowd that had gathered at the atatlon evidently desired to disturb Mrs. McKinley as little as possible, and when the president appeared on the platform the usual cheering was omitted,. but the kindly feeling was evidenced by the ralalng of hats and waving of handkerchiefs. At 10 o'clook Tuesday morning Mrs. Taggart went fishing alone In a small rowboat that she kept at the city bridge over 1'laco creek. This Is In full view of the public thoroughfare. A few minutes before noon, desiring to return home, she her boat to the bridge and made It fast. A negro man was fishing from the bridge at the time. Mrs. Taggart started home and had proceeded only a few steps In the swamp toward the open prairie and thence to the street when she was approached by Rochelle, who had been hiding In the swamp. He seized her, and she broke loose and, screaming, ran from the swamp into the prairie, where he overtook her.
