The area will then be laid out In homesteads, and each one will be numbered. Every person who desires to secure a homestead In the new country will then file an application for it, together with proof that he is quafified to make the entry. These will be investigated by the government officials to determine Whether each one is bona fide. Accompanying the applications will lie the fee for the entry. These will be held simply as deposits until the drawings are made, and those who are unsuccessful in the drawing will have the fees returned to them. A date will be set according to the plau proposed, after which no further applications will ■be received. Each of_ the application will be placed in a plain envelope. All of the envelopes with luclosures will be placed in a great wheel or other similar device, and on the day set there will be drawings from the wheel by a blindfolded employee. As the envelopes are taken from the wheel each one wlll"TDe numbered until a number has been reached equal to the number of homesteads on the map already -prepared. After each drawing the wheel Is to be turned a certain number of times to thoroughly change the position of every one.
