In London his Highness' "paper" would have been fonnd very difficult indeed, if not impossible, to discount, but in Paris their are still financial agents who put faith in princas. At any rate the bill was discounted, and did find its way in due time to London, where it was presented for payment at Coutts' Bank. Tho document not being signed by the comptroller of the Prince's household, had an aspect of irregularity about it that the bankers did not like, and they he*i tated before paying it. The Prince was abroad again and could not be referred to. and the story somehow got to the ears of his Royal Mother. And then was there not what is vulgarly called a " row." The money was paid to prevent scandal, but Her Majesty—who although in retirement, knows as well as anybody in England what is going on—gave her eldest son what old women call "a bit of her mind" and told him pretty planily what she thought about married men with families of their own, and very much in debt, making presents of $i0,000 to women of whom the less said the better. Gen. Lesca, the Spanish general in Cuba, has suddenly lost his military cenius, and fallen into delirious ravings from poison, and is now subject to the same insanity as the Empress Carlotta. It is uncertain whether the deed was prepetrated by some one of the insurgents or by some Spaniard who feared that Lesca was using too much clemency toward thao Cubian forces. The poison used is the same as that administered to poor Carlotta. It maddens without bringing death to its victim, and is derived from an herb which grows in Cuba, South America and a few places in Mexico. The plant is one of the most remarkable of nature's production- It resembles the century plant in many of its features. Like the century plant, it is a member of the cactus family, still further, it blooms once in many years, and at regular intervals. The bud is large, and resembles that of the horse-chestnut in the peculiar gluten surrounding it. The flower is of gigantic siz.*, and contains a purple centre, surrounded by blue, and white circles. The perfume is deliciousD but deadly and the natives shun its approach as the sailors of old the songs of the aireus. To inhale is swoet but to re nain is death. The sorcerers, or medicine men take th; buds of this singular plant, and first roasting, place them in a pot with sweet oil over a fire and dancc around with strango ceremonies, till the oil atd the juice of the herb mingle, when they cease their strange incantations and pour the decoction, then resembling honey, into shallow plates, from which, after the lapse of a few days, is taken out and kept in miniature jars. The po'son, when taken in sufficient quantity, first places tho brain in a delightful delirium, resembling that produced by fus 1 oil, this is succeeded, in a few days, by an uncontrollable apathy, which at last culminates in insanity, in which the patient is at times strangely rational, but greatly exhilarated. The effect of his Royal Highness' example is gradually but very surely telling upon the mor-_ als of the higher and middle classes ofthe land. Haifa dozen years ago, sins against the seventh commandment, even if the sinner was sn unmarried man, were forbidden topics in all decent society, and utterly tabooed wherever ladies were present. But it is, I am sorry to say, far otherwise now. We are fast getting as bad, nay, even worse than in France. In that country, young and unmarried women, women at any rate, are supposed to be ignorant of much of the sin that is going around them, at least sins of a certain kind; but in England you hear girls of eighteen or twenty talking as cooly about the amours of Lord This or Earl That as they might respecting a perfectly lawful flirtation ; and, what is worse still, the crime ofadultery is cow so very common, and talked so open about, that people begin to lose their horror of the offence. In short, as I heard an;American gentleman say not long ago (he had formerly resided several years in England, but had been absent from the country for the last eight or nine years), the morals of England in 1SC0 and 1S69 are about as different as it is pos- ministered. In London his Highness' "paper" would have been fonnd very difficult indeed, if not impossible, to discount, but in Paris their are still financial agents who put faith in princas. At any rate the bill was discounted, and did find its way in due time to London, where it was presented for payment at Coutts' Bank. Tho document not being signed by the comptroller of the Prince's household, had an aspect of irregularity about it that the bankers did not like, and they he*i tated before paying it. The Prince was abroad again and could not be referred to. and the story somehow got to the ears of his Royal Mother. And then was there not what is vulgarly called a " row." The money was paid to prevent scandal, but Her Majesty—who although in retirement, knows as well as anybody in England what is going on—gave her eldest son what old women call "a bit of her mind" and told him pretty planily what she thought about married men with families of their own, and very much in debt, making presents of $i0,000 to women of whom the less said the better. Gen. Lesca, the Spanish general in Cuba, has suddenly lost his military cenius, and fallen into delirious ravings from poison, and is now subject to the same insanity as the Empress Carlotta. It is uncertain whether the deed was prepetrated by some one of the insurgents or by some Spaniard who feared that Lesca was using too much clemency toward thao Cubian forces. The poison used is the same as that administered to poor Carlotta. It maddens without bringing death to its victim, and is derived from an herb which grows in Cuba, South America and a few places in Mexico. The plant is one of the most remarkable of nature's production- It resembles the century plant in many of its features. Like the century plant, it is a member of the cactus family, still further, it blooms once in many years, and at regular intervals. The bud is large, and resembles that of the horse-chestnut in the peculiar gluten surrounding it. The flower is of gigantic siz.*, and contains a purple centre, surrounded by blue, and white circles. The perfume is deliciousD but deadly and the natives shun its approach as the sailors of old the songs of the aireus. To inhale is swoet but to re nain is death. The sorcerers, or medicine men take th; buds of this singular plant, and first roasting, place them in a pot with sweet oil over a fire and dancc around with strango ceremonies, till the oil atd the juice of the herb mingle, when they cease their strange incantations and pour the decoction, then resembling honey, into shallow plates, from which, after the lapse of a few days, is taken out and kept in miniature jars. The po'son, when taken in sufficient quantity, first places tho brain in a delightful delirium, resembling that produced by fus 1 oil, this is succeeded, in a few days, by an uncontrollable apathy, which at last culminates in insanity, in which the patient is at times strangely rational, but greatly exhilarated.
