Kennedy for the murder of Dolly Reynolds when Justice Fursman refused to admit the testimony of William J. Kinsley, an expert in handwriting. The basis of the refusal was that Mr. Kinsley was not familiar with the handwriting of the defendant and was not competent to compare the disputed writing of-the defendant with that conceded to be his. The justice held that the testimony of handwriting experts could be admitted only when the'writing exhibited was the actual subject of disputc. The writings exhibited in this case, he said, were merely pieces of evidence. The justice's decision, which has caused a sensation in legal circles, was taken to have an .important bearing on tho Molincux case, in whigh expert testimony greatly contributed to the conviction. Besides Mr. Kinsley three other experts were called to testify as to bandwriting, but the court's ruling barred them out. DMlikNd mi tka Uommob Washington, Feb. 15.—The Presbyterian committee which has been consider* ing the revision of the Westminster confession of faith has completed its recommendations to the general assembly. The committee has unanimously agreed that some change in the creed statement is necessary, but is divided as to the character of this change, and msjority and minority reports will be presented to the general assembly. There were 13 of the 16 members present, and a majority agreed to recommend that a change should be made by a supplemental explanatory statement to cover certain points in the confession of faith and also to include statements as to the doctrinesof the holy spirit, missions and the love of God for all men. The report of the minority will recommend a supplementary statement of doctrine without being restricted to specific and limited points in the confessiou, but in entire harmony with the system of doctrine contained in the creed. Congress, he says, has established the board of general appraisers whose specific duty it is to settle just such questions as have arisen in the Russian augar case. Kennedy for the murder of Dolly Reynolds when Justice Fursman refused to admit the testimony of William J. Kinsley, an expert in handwriting. The basis of the refusal was that Mr. Kinsley was not familiar with the handwriting of the defendant and was not competent to compare the disputed writing of-the defendant with that conceded to be his. The justice held that the testimony of handwriting experts could be admitted only when the'writing exhibited was the actual subject of disputc. The writings exhibited in this case, he said, were merely pieces of evidence. The justice's decision, which has caused a sensation in legal circles, was taken to have an .important bearing on tho Molincux case, in whigh expert testimony greatly contributed to the conviction. Besides Mr. Kinsley three other experts were called to testify as to bandwriting, but the court's ruling barred them out. The committee has unanimously agreed that some change in the creed statement is necessary, but is divided as to the character of this change, and msjority and minority reports will be presented to the general assembly. There were 13 of the 16 members present, and a majority agreed to recommend that a change should be made by a supplemental explanatory statement to cover certain points in the confession of faith and also to include statements as to the doctrinesof the holy spirit, missions and the love of God for all men. The report of the minority will recommend a supplementary statement of doctrine without being restricted to specific and limited points in the confessiou, but in entire harmony with the system of doctrine contained in the creed. Washington, Feb. 15.—Secretary Gage says that the question of imnosing a countervailing duty on sugar -imported Into the United States from Russia is greatly Involved, and in view of the importance of the case and of all the facts he did not believe that the ipse dixit of any one person should be final. Congress, he says, has established the board of general appraisers whose specific duty it is to settle just such questions as have arisen in the Russian augar case. It is a board of experts thoroughly conversant with all the custom laws of the country and has authority to summon witnesses and is in every way well fitted to determine all the facts.
