At the police station Mrs. Nation was formally charged with disturbing the peace, and her name was entered on the docket. The police judge was at the station. Mrs. Nation refused to go to his room to see him regarding her offense. but insisted that he come to her, whicfc he did. Mrs. Nation was informed that she Would have to report for trial at. the police court this morning and was then released ou her own recognizance. She said she would be glad to do so and theu proceeded to hold an impromptu prayer meeting in the police station. She prayed that the work that she had begun in Topeka might be abundantly prospered. While she was praying a drunken man was brought in by a policeman. Mrs. Nation immediately went to the prisoner and informed him that she was his friend at all times, even though the policemen were not. She then delivered a scathing address to members of the police force present. She said they would permit the "joints" to run in open violation of law all the while and would then arrest the men who were made drunk by the liquor sold there. Mrs. Nation taunted the police, calling them cowards, afraid to arrest anybody but women and drunken men. TWO WERE BURNED. Germany Insists on Chinese Heads. Washington, Feb. 5.—Although most of the powers in Peking are willing to agree to a demand that China impose as severe a punishment as possible upon Prince Tuan, General Tting Fuh Siang nnd Duke Lan, Germany still insists upon their execution. The firm stand of this government against demanding the decapitation of these men, when such a demand cannot be'.^complied with, has caused a change in the nttitudc of some powers that have been supporting Germany. This government has never objected to the imposition of the death penalty, but it has urged that it be not demanded where attempt at coiftpliance would result in civil war. The United States is not seeking to form a combination of powers against Germany, excusable though such a course might be. To do so would be to divide the powers, and it would be difficult thereafter to obtain harmony of action. All that can he done is for Mr. Conger to point out to his colleagues the advisability of demanding only what the Chinese government can perform nnd for Secretary Hay to supplement his arguments by representations to the powers. It will give every item of expense for the construction of a barge canal from Lake Eric to the Hudson river by both of the routes suggested. The firm stand of this government against demanding the decapitation of these men, when such a demand cannot be'.^complied with, has caused a change in the nttitudc of some powers that have been supporting Germany. This government has never objected to the imposition of the death penalty, but it has urged that it be not demanded where attempt at coiftpliance would result in civil war. The United States is not seeking to form a combination of powers against Germany, excusable though such a course might be. To do so would be to divide the powers, and it would be difficult thereafter to obtain harmony of action. All that can he done is for Mr. Conger to point out to his colleagues the advisability of demanding only what the Chinese government can perform nnd for Secretary Hay to supplement his arguments by representations to the powers.
