"After this reduction of $40,000,000 shall take effect, leaving a revenue of $65,000,000 under the war revenue act, that sum will be barely sufficient to meet the train of extraordinary expenditures which follow the close of actual hostilities. Washington, Dec. 8.—Senator Piatt of Connecticut, chairman of the senate committee on relations with Cuba, has made public the statement prepared by the auditing division of the war department showing the expenditures made by E. G. Rathbone, former director of the department of posts for Cuba. The statement covers the period from Jan. 1» 1899, to April 30, 1900. There are no remarks, and the book is a solid mass of figures not only showing the disbursements made by Rathbone, but giving the items disallowed upon re-examination as well as those allowed. The total disallowances for tke 16 months were $72,031. Washingtou, Dec. 8.—Those senator! who have been watching the progress o the Hay-Pauncefote treaty through th« senate, or in the senate, for it is not yet certain that it will go through, adrnii that they do not expect to see it ratified unless amended so as to permit the Unit •d States to fortify the canal, but the} lire at a loss to understand why this con cession should be demanded as a condl tion of approval. On the other hand, it it not certain tliat amendment will not de feat ratification. An agreement reached yesterday to Tote on the amendment nexij Thursday is regarded by friends of th» amendment as an assurance that th« amendment will be adopted and that ini mediately after the treaty will be rati fifd. The report was circulated at the senate yesterday afternoon that the president bad intimated his willingness that the treaty should be amended rather than that It should fail without an amendment This report cannot be corroborated at the department of state, where it is suggest ed that it would be an almost intolerable thing, after the United States had sought to modify the Clayton-Bulwer convention by the regular diplomatic course, tc throw over the terms which it had accepted and which are considered to be a perfectly fair disposition of a matter that has been a standing cause of irritation for yearl. That further irritation will be felt in Great Britain after the Hay Pauncefote treaty has been amended in disregard of the Clayton-Bulwer convention, is not only expected, but is courted by some of the senators who have spoken in executive session in a way to indicate that they believe that the United States government, through the department oi State, has been victimized und led intc abandonment of the Monroe doctrine. Washington, Dec. 8.—Justice and Mrs. IfcKenna will Introduce their daughter, Hies Hlidegsrde MoKenne, at a reception at their home in this city today. New York, Dee. 8.—Horace J. Hayden, second vice president of the New York Central railroad, was instantly killed yesterday afternoon at his home, 337 West Seventy-sixth street, by falling from a wiudow to the pavement below. Mr. Hayden bad lately had nervous prostration and suffered from diwiness. He had also been treated for heart disease. Yesterday afternoon he felt faint, and it is supposed that he threw open a window for fresh air, lost his balance and fell. His head was crushed in by striking a flagstone. The body was carried into the house. Dr. Walter Jones of 202 West Seventy-fourth street was called and pronounced Mr. Hayden dead. Various rumors reached the West Sixtyeighth street police station regarding the case, and Roundsman McNaught was sent to th« house. He reported that information was refused excepting Mr. Hayden's name and age, and Detectives Armstrong and Deering were then sent io Investigate. Chairmau Payne of the ways and means committee late in the afternoon submitted the report of that committee signed by all the Republican members in favor of the bill reducing the war revenue taxes about $40,000,000. The report says in part: New York, Dec. 8.—Captain John Haralious, 71 years of age, of Brooklyn ' has committed suicide by shooting himself. He was captain of the Thirteenth New York signal corps during the war. of the rebellion and a member of the Veteran association since. For a number of fears he held responsible positions iu hi aprofessional capacity with the New York Central Railroad company and with several railroad corporations in New Jersey. He was born in Boston. His wife died six years ago, and he had since lived with his daughter. We find it also necessary to provide troops to man the fortifications which we have been building the past few years and also to provide a sufficient force in the navy to man the vessels we have recently added. Of the whole number 304,148 were males and 144,424 femtjes. This is a net increase over 1899 ot 130,857. These figures, however, the commissioner general says, do not show the total number of alien arrivals, as 65,635 aliens came as cabin passengers. They would have swelled the total immigration to 514,207 had they traveled in the steerage. Washington, Dec. 8.—Senator Piatt of Connecticut, chairman of the senate committee on relations with Cuba, has made public the statement prepared by the auditing division of the war department showing the expenditures made by E. G. Rathbone, former director of the department of posts for Cuba. The statement covers the period from Jan. 1» 1899, to April 30, 1900. There are no remarks, and the book is a solid mass of figures not only showing the disbursements made by Rathbone, but giving the items disallowed upon re-examination as well as those allowed. The total disallowances for tke 16 months were $72,031. Washingtou, Dec. 8.—Those senator! who have been watching the progress o the Hay-Pauncefote treaty through th« senate, or in the senate, for it is not yet certain that it will go through, adrnii that they do not expect to see it ratified unless amended so as to permit the Unit •d States to fortify the canal, but the} lire at a loss to understand why this con cession should be demanded as a condl tion of approval. On the other hand, it it not certain tliat amendment will not de feat ratification. These figures, however, the commissioner general says, do not show the total number of alien arrivals, as 65,635 aliens came as cabin passengers.
