As a result of the vlndictiveness of Germany and of the ministers who had undergone the siege, terms were' drafted requiring the execution of the authors of the outrages and the payment of an indemnity so great that it was plain it could never be collected. These demands were very unsatisfactory to the Washing ton authorities. Fortunately at this moment Japan Indicated that she favored moderation. Backed by Japan, Russia and France, the president and Secretary Hay aeited the opportunity to bring about an exchange of views between the power*. Although the amendment is supposed to be a sop to those who want the canal fortified, those advocating it laid great stress in their speeches on ths fact that no fortifications would be built. They want the canal to be defended by the nary, and they insist on the Davis .amendment in order that United States ships can be employed within the three mile neutral limit to keep an enemy in time of war from entering the canal. Under the terms of the treaty any enemy that can get within the three mile limit must be permitted to pass through the canal and cannot be assailed on emerging until three miles from the shore. The house began the Consideration of the army reorganization bill reported by the committee on military affairs as a substitute for the bill passed by the senate on May 4 last. By consent the general debate was limited to four hours, and-not all that period was so occupied. The most notable feature of the discussion was a prepared speech by Mr. Mc- Call (Rep.) of Massachusetts in opposition to the increase of the army and to the retention of th£ Philippines, the Democrats giving him the time. Mr. McCall was the Republican member of the committee on ways and means who differed from his colleagues and political associates in the house on the Porto Rico tariff bill, leading the futile opposition to that measure. Nearly half the bill was disposed of under the fire minute rule, but few changes.being made. Paris, Dec. 6.—M. Schnaebele, whose imprisonment by the Germans at Metis hi 1887 well nigh led to war between France and Germany, has died at Nancy of apoplexy. The Schnaebele incident occurred in April, 1887. A German official decoyed M. Schnaebele, a French police commissary, to the frontier and had him arrested and imprisoned. Vi.—The steamer Amur, which has just arrived here from Alaskan ports, brought the first party to reach the coast from Dawson since the waterways were frozen Up. They report the finding of the frozen bodies of two unknown men on the trail. The bodies looked as though they had been eaten by wolves. The weather was intensely cold, the thermometer registering 59 below at Selwyn Nov. 16. Sterling B. Higgles of San Francisco, one of the wealthiest men on Gold Run, died Nov. 23. Hector Mc- Donald, one of the pioneers of Selkirk, died there Nov. 27. Six automobiles intended for an express service between Dawson and White Horse are stalled in the ice near Hell Gate. Mail carriers brought out 18 sacks of mail from Dawson. They report that city crowded with idle men. Gates, it is ssserted, has confessed that he has long been robbing his employers and whs iuvolved in ruin. The full amount of his alleged stealings is not known, but it is believed he has taken $50,000, perhaps more. He is now a fugitive through the courtesy of the men he is said to have robbed, who were reluctant to see him imprisoned and who offered him the opportunity to escape. ARMSTRONG k CO., Detroit, Dec. 6.r—The city of Detroit is more excited over the governor's pardon of Generals White and Marsh, convicted of military swindling during the Spanish war, thafc it has been over any other occurrence in many months. White had not yet slept in Jackson prison when the pardon was signed. Marsh had been convicted, but was out on bail pending a motion for a new trial. In all places of business these pardons have been dis cussed, and the papers are filled with brief interviews with hundreds of citizens. The condemnation of Governor Pingree has been almost universal. The interviews from interior towns have been particularly hitter. South Main Street. PHONE CONNECTION. Duluth, Minn., Dec. fi.—Charles A. Towne last night confirmed the report that Governor Llnd had tendered him the United States senatorship to succeed the late Senator C. K. Davis and said that he had decided to accept the appointment. He has telegraphed the governor to that effect. Mr. Towne refused to discuss the matter further, but said he would leave for Washington via St. Paul today. There is great satisfaction in Duluth over the appointment, as, irrespective of party lines, the feeling is general that Mr. Towne is the most prominent member of Governor Lind's party in the state and that under the circumstances the honor of going to the senate should be his. Manila, Dec. 6.—A dispatch has been received from General Funston, giving an account of a two hours' fight Tn the woods of Santo Domingo between an American force and 300 rebels commanded by Sandico. The American force, consisting of 30 native scouts commanded by Lieutenant Jernigan, attacked the rebels, who retreated, leaving on the field 16 men killed, including the rebel leader, Aguilar, and an American negro. It was at first thought the latter was a man named Fagan, a deserter from the Twenty-fourth infantry, but this turned out to be a mistake. Not one of Jernigan's men was wounded.
