While the details of the invention are still being guarded from publicity its fundamental principle was briefly explained yesterday by its inventor. Steam still does the work. The revolution is in the method of producing and applying steam. Water by subjecting it to enormous pressure while beat is beihg applied is made to store a quantity of power in the form of heat, a quantity which would be impossible under normal conditions. Its capacity to store up heat is limited to the strength of its inclosing tubes, which are of .steel, able to withstand a great bursting pressure. (AT THE OLD STAND) 14 and 16 North Main Street A feature of the ministerial discussions that has not been mentioned heretofore has been the question of providing means to protect the legations in the future. This question is creating rivalry among the military attaches, who are prolific in plans. Some of them appear to be impressed with the idea that Peking will continue to be always hostile to foreigners and that therefore the legations should be turned iuto what would practically be a fortress in the center of an enemy's country. They apparently do not realize that the safety of the ministers here in the future will be the same as in any other country, depending upon the strength of the government to protect them. "This award, if it has been made," said Mr. Cramp, "menna nothing more than the single order. The vessel we build is to be a fast protected cruiser of about 3,000 tons, corresponding in class to the Raleigh and the Cincinnati. The plans include the furnishing of the ten 4.7 inch guns. The cruiser, finished and armed, is to be delivered in 18 months." By an ingenious device the water is released drop by drop into a high pressure cylinder, where, through its own store of heat and having room to expand, it bursts into steam. The working power of the motor is limited only by the exhaustion of its supply of superheated water. This it is planned to renew at the plants along the road. The revolution is in the method of producing and applying steam. Water by subjecting it to enormous pressure while beat is beihg applied is made to store a quantity of power in the form of heat, a quantity which would be impossible under normal conditions. Cramp, head of the .Cramp Ship and Engine Building company, said yesterday he had no reason to doubt the authenticity of the cable message from Constant! nople which announced that Hassan Pa cha, Ottoman minister of marine, ami General Williams, representing tin Cramp Shipbuilding compauy of Pliila delphia, have signed a contract for the construction of a cruiser.
