It must be remembered always that governing these islands in the interest of the inhsbitants may not necesssrily be to govern them as the inhabitants at the moment prefer. To grant self government to Luzon under Aguinaldo would be like granting self government to an Apache reservation under some local chief, and this is no more altered by the fsct thst the Filipinos fought the Spaniards thsn it would be by the fsct that Apaches hsve long been trained and employed iw the United States army and have rendered sig nsl srvtce therein; just as the Pawnees did under the administration of President Grant; just as the Stockbridge Indians did In the days of General Washington and the friendly tribes of the Six Nations in the days of President Madison. A few days ago, while working near the old Juneau trail in a dense forest about 100 miles from the coast, where it was thought white men had never been before, the surveying party y that was several days ahead of the pole and wire men, made a strange and ghastly discovery. As they were working their way through the forest they came to a heavily timbered marsh, and near the center of tbts marsh they suddenly came upon a tract of several acres on which all the timber had been cut. Near one side of the clearing was a sawmill, still in a good state of preservation. The machinery had evidently not been disturbed since these premises were vacated by the operators. With the exception of a little rust on some of the bearings, the engine seemed to be ready to fire up and start at a moment's notice. The boiler was in good condition, and in different parts of the mill were crosscut saws, cant hooks, axes, beetles, wedges, a blacksmith's forge with all its appurtenances, a kit of carpenter's tools and other implements used around a completely equipped sawmill. The lumber of the mill itself had evidently been cut on the spot, and there were several thousand feet of lumber which, to all appearances, had been cut about three years. I accept the nomination at vice pre«ident ol the United 8tatsa tendered me by the Republican national convention with a very deep sense of the honor conferred upon roe and with an infinitely deeper tense of the vital importance to the country of securing the re-election of President McKinley. The nation's welfare is at stake. We must continue the work which has been so well begun during the present administration. We must show in fashion incapable of being misunderstood that the American -#aople, at the beginning of the twentieth century, face their duties in s calm and serious spirit; thst they have no intention of permitting folly or lawlessness to msr the extraordinary material well being which they have attained at home, nor yet of permitting their fia£ to be dishonored abroad. Fundamentally and primarily the present contest is a contest for the continuance of the conditions which have told in favor of our material welfare and of our civil and political integrity. If this nation is to retain either its well being or its self respect, it cannot afford to plunge into financial and economic chaos; it cannot sfford to indorse governmental theories which would unsettle the standard uf national honesty and destroy the integrity of our system of Justice. The policy of the free coinsge of silver st the ratio of 16 to 1 is s policy fraught with destruction to every home in the lsnd. There is every reason why as rapidly an an Indian or any body of Indians becomes fit for *elf government he or it should be^granted the fullest equality with the whites, but there would be no justification whatever in treating this fact as a reason for abandoning the wild tribea to work out their own destruction. Exactly the same reasoning applies in the case of the Philippine*. To turn over the islands to Aguinaldo and his followers would not be to give self government to the islanders. When the yacht got clear, it was seen that her stem was badly stove in, her foremast cut away and her mainmast broken above the masthead. Search was made, but no human skeletons were found. The discovery was made about 40 miles off the old Juneai) Indiau trail, and all conditions point to the conclusion that the clearing was mode three years ago and the horses perished the latter part of the same season. The trees were blazed on four sides, indicating that the party in some mysterious way had separated and were unable to get together again. The members of the surveying party think that if the forest were searched the Skeletons of the former owners of the camp would be found. Under no circumstances would the majority thus gain self government.
