It}.—A serious accident, resulting in injuries to 35 persons, occurred last evening at the corner of the Boulevard des Batignoles and the Rue St. Petersburg. The lines cross at that point. Two cars, one driVfeh by electric power, approached the intersection and, being unable to stop, collided at right angles, the horse car turning over and causing the wildest confusion ittside. The top was crowded With passengers, who •were thrown into a heap and cut in the hands and faces by broken glass. The accident was witnessed by a crowd of holiday makers, the occasion being Assumption fete. The onlookers ralsea a cry of terror wh'ett tbip cars collided with a telrrible crash. A quarter of an hour elapsed before it was possible to clear the interior of the horse car of wounded, the helpers expecting every moment to find some of them dead. "Japan demands.that General Young Lu shall meet the allies outside the city gates and deliver the ministers and ail the native Christians." The government has hot received one message from Mr. Conger which bore evidence of being a response tb any of the telegrams sent to him by the state department. Messages from the ministers have been transmitted through Consul Ragsdale, General Chaffee and other American olficials in China, but the government has no positive knowledge that these did not first pass through the hands of Chinese officials. Some of these dispatches also have come to the authorities here in such shape that it was impossible to translate all the symbols into plain English. t It is regarded as suspicious that parts of the latest Conger messages to the same effect, one delivered by the Chinese minister and the other forwarded by the United States consul at Chefn, could not be translated from the cipher code.' No doubt is felt that the messages were written by Mr. Conger, and the belief | held by the state department recently, that the Chinese had a copy of the diplomatic cipher book, has passed away, but there has never been a time when dispatches in the state department cipher were so generally mangled, and the difficulties of translation have become so great that the officials are becinaiitg to believe that the cipher has I been intentionally transposed. I Tbe untranslatable port of the Conger message received on Tuesday may answer the questions which Acting Secretary of State Adee asked the American minister in his telegram of Aug. 8. The officials suggested that as reasonable. Some of the translated information contained in the message delivered through Minister Wu has not become public. Officials admit that it is of a character which compels its suppression. They say that even if the newspapers obtained it they would hardly publish it on account of Its nature, but they decllue to indicate its purport in any definite way. Nothlnjr Direct From Conner. The allies have almost certainly arrived at Peking, even though rain has been, falling. The advices received from the British commander at the front through Rear Admiral Bruee give reasonable assurance that the 27 miles between the allied forces and Peking would be easily traversed In four days, the Chinese, seemingly, being nnwilling to fight and falling back on the capital. It is reported from Hongkong, under date of Aug. 13, that the United States seagoing monitor Monterey will go to Canton in a few days to relieve the American cruiser Don Juan de Austria. Prath of Augustus 9. Barber. Woodbury, N. J., Aug. 10.—Augustus S. Barber, Jr., secretary of the state senate and also secretary of the Republican state committee, has died of Bright's disease after an illness of several weeks. He was 52 years old. For more than a week he had lain semiconscious, and death had been expected hourly. For many years Mr. Barber had been identified actively with Republican politics in the state and had plso been active in (iloucester county, where he served on the county committee. From 1875 to 1886 he served five terms as journal clerk of the New Jersey state senate, and in 1809 was elected secretary of that body. He succeeded John Y. Foster as secretary of the state committee. Georgetown, Ky,, Aug. 16.—Henry Youteey, whose trial is scheduled to begin as soon as the Powers case goes to the jury, Is very 111 st the jail here. A telegram received by the navy department reported her departure from C'avite fer Woosung. 12 miles from the perturbed commercial center. Woosung is a newly opened treaty port situated so as to command the approach to Shanghai. Captain J. Ci. Washington, Aug. 16.—Another first class battleship is about to be added to the United States navy. It Is the Wisconsin, building at the Union Iron works. San Francisco. This vessel Is a sister ship of the Illinois and Alabama. It has a displacement of 11,525 tons and indicated horsepower of 10,000 and carries a main battery of 18 guns. A letter was received at the navy department from her builders saying that favorable progress is being made in her construction and expressing the belief that she will be 'ready for her official speed trial, if nothing unforeseen occurs, by Sept. 15. The rainy season had set in. preceded by a severe storm which wrecked the steamer Merwin on Nome beach and damaged a large number of smaller craft in the roadstead. Some of these dispatches also have come to the authorities here in such shape that it was impossible to translate all the symbols into plain English. t It is regarded as suspicious that parts of the latest Conger messages to the same effect, one delivered by the Chinese minister and the other forwarded by the United States consul at Chefn, could not be translated from the cipher code.' No doubt is felt that the messages were written by Mr. Conger, and the belief | held by the state department recently, that the Chinese had a copy of the diplomatic cipher book, has passed away, but there has never been a time when dispatches in the state department cipher were so generally mangled, and the difficulties of translation have become so great that the officials are becinaiitg to believe that the cipher has I been intentionally transposed.
