The Chinese appeal came to Secretary Hay Sunday through Mr. Wu. The secretary promptly telegraphed it to the presldeut at Canton, and after taking a full day for Its consideration the president's answer came yesterday afternoon to the state department. The Imperial edict made public at the state department shows that the imperial government already has taken the first steps toward doing what the United States requires as the principal condition for the exercise of its good offices in enjoining the viceroys, magistrates ami leading men to stop the disorders and protect foreigners. Chicago, July 24.—The ice trust yesterday raised the price of ice 20 per cent so far as private families and small dealers are concerned and thereby struck a tolling blow at thousands of households in the city, to many of which ice Is a luxury in very fact, to be purchased only by saving in some other direction. Ice will cost buyers of less than 10,000 pounds SO cents more on the 1,000 pounds frofn this time on. The rise will materially swell the coffers of the Knickerbocker and other rich concerns and will cause much suffering and inconvenience among the poor. The advance was all the more surprising for the reason that the magnates .who control the greater part of the natural supply in and' about Chicago aunounced early in the season that the crop was plentiful enough to warrant them in selling the commodity at about the same average price as last year. The Chinese appeal came to Secretary Hay Sunday through Mr. Wu.
