Washington, July 80.—The ohief of the bureau of animal industry has just made a preliminary report to the commissioners of agriculture on the progress of the work for the suppression of pleuro-pneumonia for the six months ended June 31), 1H87. He states that the lost appropriation of 1900,000, and the law giving authority to compensate for diseased and exposed animals, and also to quarantine and disinfect premises, has enabled the bureau to accomplish very much mora thaa had been possible previous to that time. The new rules and regulations made to conform with this act, issued April 15, far co-operating with the various states, though assuming much more authority thaa tho old ones, have boon very favorably received and accepted by the authorities of twenty-two states and seven territories. The legislatures of the states of Illinois, New Yoik, Rhode Island and Virginia have passed acts giving full authority to the officers of the bureau for the quarantining, condemnation and destruction of animals af* footed and exposed to dangerous contagious diseases. Brut AST, July 28.—A sensation was created here yesterday in consequence of the publication in several newspapers of reports that the Hon. Patrick A. Collins, of Boston, Mass., and his entire party hod been arrested by the governioent on their arrival from Glasgow. Theis was, however, no truth in the reports as published, and but slight grounds for their invention. Tho facts are that when Mr. Collins and his party reached Belfast they were detained in the custom house with much formality and their baggago subjected to a rigid examination. Every parcel of It was unpacked and minutely examined. Even the smallest handbag carried was opened and upset. When tho trunks were emptied the bottoms and sides were all sounded for the purpose of aa-' pertaining whether they contained secret chambers for smuggling goods or dynamite. What made all this the more exasperating to the travelers was the fact that the work was performed by detectives, and not by the regular customs officials. Mr. Collins was manifestly astounded and irritated at the treatment to which be was subjected. Young Girl Bdrglars Caught. To pacify him I summoned the crew, and each man assured the captain that tliey had made no such threat and that they liad no grudge against him. "The mon went baek to their places and We retired to our bunks. About 10 o'clock I waa awakened by tho report of a pistol, and rushing on deck found that our insane couimauJer had 11 red at George Decker, a boy who belonged to the crew. I ran to the captnin's cabin only to he confronted by a pistol, and informed that if I attelnped to enter be would put a hall through my heart.
