She looked like a grasshopper dying with the hiocups, apd I felt like a mud-turtle dhoked with a cod-fish ball. There is an upper and lower house of Parliament, with two hundred members in the lower house elected for five years, and seventy-six members of tho upper branch appointed by the Crown Officers, and who hold their office for life.— This is the same as the House of Lords and the House of Commons, with as little popular control over them as in the British Parliament. The Governor General is also to be an appointed officer from tho Crown, and four Lieutenant Governors, for the four Confederate states, the two Canadas, Arcadia and Newfoundland, an appointed by the Governor General. Th« Bermudas and the British West India Island do not appear to be included in the Confederacy, if the people of the colonies are satisfied with this plan of a consolidated Government, their supposed republicanism is of a very mild quality. All they gain by the change is Union, with the privilege of supporting for life thoao over whom they oan have no possible con* trol, because they derive their authority and place from a power on the other side of the Atlantic. My groomsman was tight, and he kissed her till I jumped up to take a slice, when, oh, horror, a little six year old imp had crawled behind me, and pulling my shirt through the hole in my pants, had pinned it to the chair, and in jumping up I displayed to the admiring gaxe of the astonished multitude, a trifle more white muslin than was pleasant. We quote: Marriage is warmly encouraged among the Russian soldiers, and every facility is afforded to those who desire to take unto themselves a wife. The State supplies the martial Benedict with lodgings, and undertakes to feed, olothe, and educate the young olive-branches that may chance to spring up around the happy trooper's table. AH this is of course kindly meant, and seems benevolent; but often "things sweet to taste prove in digestion sour."— I A bounty that appears on the first blush generous fh the extreme has its draw-backs. The male children of these Muscovite sons of Mars, called Cantonists, are claimed by the State; and from infanoy are reared and trained with a view of being made soldiers, or of being otherwise employed in the public service. Th« Bermudas and the British West India Island do not appear to be included in the Confederacy, if the people of the colonies are satisfied with this plan of a consolidated Government, their supposed republicanism is of a very mild quality. All they gain by the change is Union, with the privilege of supporting for life thoao over whom they oan have no possible con* trol, because they derive their authority and place from a power on the other side of the Atlantic.
