Whig, P»r«m Brownlow'* paper.] So far as my name is concerned, I have to aay, that I have neither sought nor desired to oocupy the position, which I regard as one of far niDre responsibility and importance than any with which my name has ever been, or can ever hereafter be, associated ; for, as far as the influence of Virginia can control it, a single vote in that Convention may *ave or destroy an Empire in the future, such as the world never has and never will behold again.— Yet, Richmond has ever been true to me, and I shall be false to my own name when I prove false to Richmond, and therefore I can shrink from no responsibility that it may be the pleasure of her citizens to bestow upon me. Still I cannot accept this important trust, without first enabling you to understand distinctly in advance what line of policy I should pursue and recommend for your adoption, and then, if defeated, I shall have no cause of regret on my own account, and shall be relieved of"a very responsible duty, and it will require less time than it did in 1854, 1855, and 1856, to find out who has consulted your interests most faithfully. The absence of all right on the part of one State to separate herself from the other thirty-two, wnen no pretense is set up that there is a correlative right on the part of the thirty-two to separate themselves from the one, is, to my mind, as incomprehensible and logical absurdity, that I have already argued in your presence, during the late canvass, and which need not be repeated here. That the time has arrived when the public voioe, and indeed, the publio welfare, demands that there shall be a satisfactory and final adjustment of all questions of discord between the two sections of the country, in order that we may live in peaoe hereafter, no one will dispute.— Tho question is, what ought to be satisfactory to us, the Southern section, constituting, as we do, the complaining party in this case 1 For myself, I am prepared to insist upon every jot or little of light that the security or the honor of Virginia will entitle her to claim under the Constitution, i am willing to vote for and take as much more as the North may be disposed to yield. If I have not, heretofore, claimed as much as others, i( was not because I was unwilling they should obtain and en- f joy it, but beoause I did not believe it would be granted, or that we were entitled to demand it, at of right and therefore I never have and never will, consent to make the existence or destruction of this Government dependent upon any abstract or , impracticable question that may or may not arise outside of the Constitution, such as ia now paopoaed, of guaranteeing Slavery by constitutional amendment in all th'e territory that may be hereafter acquired south of 36 degrees 30 minutes, whether in Mexico, South America, or the Sandwich Islands. Lord, and so direct them, that they, being hindered neither by the fear of fire-eaters, nor by the love of corrupt men in power, nor by bribery, nor by an overcharge of mean whisky, nor by any other Democratic passion, but being mindful of thy constant superintendence, of the awful majesty of thy righteousness, of Thy hatred of a corrupt Democraoy, and its profligate leaders, and of the strict account they must here- to Thee, they may in oounsel, word and deed, aim supremely at the fulfilment of their duty, which is to talk, vote, and pray against the wicked leaders of Abolitionism, and the eqnally ungodly advocates of Seoessionism. Grant that those of thy professed Ministers who are mixed up with modern Democracy, and have become so hardened in sin as openlv to advocate the vile delusion, may speedily abandon their unministerial habits, or go over to the cause of the Devil, that their positions may at least be unequivocal, and that they may thereby advance the welfare of the country! It wm at. the county leat of old Ltuerne and about the middle of January, A. D., 1861. It was a beautiful evening, the moon in her nocturnal splendor had driven away every vestige of darkness. The air was cold, but not uncomfortably so, and the sleighing elegant. With palpitating hearts reared to their very apex of excitement, the giddy greys almost in a twinkling drove around and gathered up the guests when the hour arrived to assemble. Oh what a time there was. There was the tailor, who kept rather quiet; the carpenter who walked with a cane; the doctor who never takes medicine; the squire who did as unto justice appertains; the miner who will not even allow the bowels of the earth to rest in peace; and last though not least, comes the merchant, who with dignified air seems as honest at. though he haa never watered the molasses nor sanded the sugar, and the law student who has not yet won his laurels but has many prospectively. Oh yes, there is the clerk, ne should not be forgotten, for he always has "the root of all evil" if the proprietor does muoh business. But we will now turn our attention to the ladies, Ood bless 'em, and they are always the barriers of true happiness. The musicians were many in profession and the leader was well skilled, in faot her extensive practice and natural talent have made her almost perfect in that branoh of lady accomplishments. But the queen of the evening and the parlor, the giver of the party, whose face was convulsed with blushes, did grandly, though the merchant and she at times would tarry long at the grate to warm their toes and sweeten up on the mater lumps of sugar. The gentleman who was quite attentive with Mrs. , was the ioke of the evening and the punster of the occasion, and truly was it said, "it is difficult to catoh him under any circumstances." The music was the enchantment and eake and coffee the edibles. The cake was the best of the season and the coffee was sweetened with southern crust and flavored with cream of the crumpled horn. But how strange! why waa it thus! those who had nestled with Cupid and been entwined in the arms of the blind God— those who beside the placid waters of the lake had taught the first lessons of love ; and ho who had registered the first pulsations of that throbbing boeom in the shady nooks of youth had no plaoe then he who had nestled most in the downy affections of the fkiry hostess aiid he who had the largest place and received the high appellation of son by the superior parlor guardian had no plaoe there, but like part favors they were forgotten, or if they had received an invitation neglected to appear. They had forgotten the caloric neetar which they so oft had quaffed from the crimson lip rim and been infhtuated. The deaconish homes were left far this extatie rural retreat. They should net bar their youthful associates from enjoying a nip of the glowing eden. Though gracious comfortable and interesting, with every attribute of happiness, yet their young inmates who have had the first choice quaff of affBotion's bliss, ought not to be oast aside uncompromisingly. Neither should they deprive those whom they have onee made happy, but pass the nowing bowl around—there is enough and to spare for all. Nevertheles, I am not without my own views as to the proper mode of ajustment of all questions of constitutional interpretation, which could be settled by making a case on each disputed point, for the immediate decision of the Supreme Court, whioh is the tribunal established by the Constitution for that purpose, and then we should see which party it is that is not willing to live under the present form of government, fairly and properly administered. I do not believe that since the world wm in a state of chaos there ever was, or will be again, so general and universal an unheaving of sooiety, so ruinous and desolating a disturbance of the social, moral, political, and industrial elements of a people, for such slight and insufficient cause as this country now exhibits to the gaze of astounded nations of the earth, every one of whioh causes may be settled harmoniously and satisfactorily within the gLxty days, if taken out of the hands of selfish and aspiring politicians, and intrusted to the hands ot the people at the polls, as is now proposed by the Crittenden and Bigler resolutions; while there is not one that will not be a thousand fold aggravated when yon go out of the Union, leaving the Constitution, the laws, the entire organisation of the Gorernment, tne army, the navy, the treasury, the public lands in all the States, as well as all the Territories, in the hands of the Republican party, from whose apprehended designs the Secessionists are for running off, and leaving behind them all they claim. S. vessel was wrecked off the coast of Jersey, and every soul, save ono, went down with the doomed craft. The absence of all right on the part of one State to separate herself from the other thirty-two, wnen no pretense is set up that there is a correlative right on the part of the thirty-two to separate themselves from the one, is, to my mind, as incomprehensible and logical absurdity, that I have already argued in your presence, during the late canvass, and which need not be repeated here. It wm at. the county leat of old Ltuerne and about the middle of January, A. D., 1861. It was a beautiful evening, the moon in her nocturnal splendor had driven away every vestige of darkness. The air was cold, but not uncomfortably so, and the sleighing elegant. With palpitating hearts reared to their very apex of excitement, the giddy greys almost in a twinkling drove around and gathered up the guests when the hour arrived to assemble. Oh what a time there was. There was the tailor, who kept rather quiet; the carpenter who walked with a cane; the doctor who never takes medicine; the squire who did as unto justice appertains; the miner who will not even allow the bowels of the earth to rest in peace; and last though not least, comes the merchant, who with dignified air seems as honest at. though he haa never watered the molasses nor sanded the sugar, and the law student who has not yet won his laurels but has many prospectively. Oh yes, there is the clerk, ne should not be forgotten, for he always has "the root of all evil" if the proprietor does muoh business. But we will now turn our attention to the ladies, Ood bless 'em, and they are always the barriers of true happiness. The musicians were many in profession and the leader was well skilled, in faot her extensive practice and natural talent have made her almost perfect in that branoh of lady accomplishments. But the queen of the evening and the parlor, the giver of the party, whose face was convulsed with blushes, did grandly, though the merchant and she at times would tarry long at the grate to warm their toes and sweeten up on the mater lumps of sugar. The gentleman who was quite attentive with Mrs. , was the ioke of the evening and the punster of the occasion, and truly was it said, "it is difficult to catoh him under any circumstances." The music was the enchantment and eake and coffee the edibles. The cake was the best of the season and the coffee was sweetened with southern crust and flavored with cream of the crumpled horn. But how strange! why waa it thus! those who had nestled with Cupid and been entwined in the arms of the blind God— those who beside the placid waters of the lake had taught the first lessons of love ; and ho who had registered the first pulsations of that throbbing boeom in the shady nooks of youth had no plaoe then he who had nestled most in the downy affections of the fkiry hostess aiid he who had the largest place and received the high appellation of son by the superior parlor guardian had no plaoe there, but like part favors they were forgotten, or if they had received an invitation neglected to appear. They had forgotten the caloric neetar which they so oft had quaffed from the crimson lip rim and been infhtuated. The deaconish homes were left far this extatie rural retreat. They should net bar their youthful associates from enjoying a nip of the glowing eden. Though gracious comfortable and interesting, with every attribute of happiness, yet their young inmates who have had the first choice quaff of affBotion's bliss, ought not to be oast aside uncompromisingly. I am even free to sajr that there is no compromise that can be offered that will prove satisfactory to the North and South, and that will restore harmony to the country, that will not meet with my cordial approval; and, ezoept as a matter of curiosity, I would agree never to inquire what compromise had been adopted, for I have no interests in this Government that are not identified with those around me, and whatever satisfies them will satisfy me. I do not set myself up as a maker of laws or maker of constitutions, to which all others must bond and yield. Nevertheles, I am not without my own views as to the proper mode of ajustment of all questions of constitutional interpretation, which could be settled by making a case on each disputed point, for the immediate decision of the Supreme Court, whioh is the tribunal established by the Constitution for that purpose, and then we should see which party it is that is not willing to live under the present form of government, fairly and properly administered. I do not believe that since the world wm in a state of chaos there ever was, or will be again, so general and universal an unheaving of sooiety, so ruinous and desolating a disturbance of the social, moral, political, and industrial elements of a people, for such slight and insufficient cause as this country now exhibits to the gaze of astounded nations of the earth, every one of whioh causes may be settled harmoniously and satisfactorily within the gLxty days, if taken out of the hands of selfish and aspiring politicians, and intrusted to the hands ot the people at the polls, as is now proposed by the Crittenden and Bigler resolutions; while there is not one that will not be a thousand fold aggravated when yon go out of the Union, leaving the Constitution, the laws, the entire organisation of the Gorernment, tne army, the navy, the treasury, the public lands in all the States, as well as all the Territories, in the hands of the Republican party, from whose apprehended designs the Secessionists are for running off, and leaving behind them all they claim.
